Communication was again read from the Planning Commission rec~-~ending approval of
Variance Application No. 1223, filed by the Bank of America National Trust and
Savings Association, to erect an office building to be used by a social service
staff, on property at 1612 Spurgeon Street, in the R-3 District, subject to condi-
tions. Reverend Barry, 855 So. Figueroa Street, Los Angeles, requested that the
Variance be granted with a three-foot setback from the sidewalk which would provide
for maximum use of the remaining property fOr parking facilities, and presented
thee plans. Pltm A womld indicate that the usage for parking facilities with thre~
feet clearance at rear of the building would provide for maximum use of 14 p~rking
spaces; plan B would provide fo~ a 6'6" setback, plus a three-foot clea~mce at the
rear of the building aud provide 13 parking spaces; and plan C would provide for a
15-foot setback from the sidewalk, plus a three-foot clearance with 11 parking
spaces. Father Barry stated no objections were presented from the residents in the
area and requested the original application be granted with the minimum three-foot
setback. Marvin Helsley, 1610 Spurgeon Street, stated he owns the property on the
south and did not object to the Variance Application, but was not in accord with
the three-foot setback, as it would block off the view of his building and create
a traffic hazard. The Council having unanimously waived the reading of the Resolu-
tion, on m~tion of Councilmen Gould, seconded by Hubbard and carried, the.following

On motion of Councilman Gould, seconded by Brewer and carried, the rec~m.~endation
of the Planning Conmission was approved and Variance Application No. 12~5, filed
by Biggers Investments, to erect a 60-foot by 157-foot addition to the existing
furniture store, without providing one-third of the total lot area for parking,
on property at ilO0 Norbh Main Street (through to North Sycamore Street) in the
C-2-PK District, wes granted, subject to conditions.
On motion of Councilm~u Hubbard, seconded by Gould and carried, the recommendation
of the Planning C~m~lssion was approved and a ninety-day extension of time was
granted on Variance Application No. 1056, filed by Broadway and Walnut Church of
Christ, 1220 and 1S10 No. King Street, to permit construction of a church auditorium
and Bible School classroc~s, with parking facilities~ in the R-1 District.

On motim of Councilman Gould, seconded by Hubbard and carried, the Manager was
instructed to take immediate and appropriate steps to eliminate the left turn at
Bristol and 17th Streets, by either the installation of a three-way signal, or by
eliminating parking on both si~es of Bristol Street, adequate to provide for left
turn lanes.
On motion of Councilman Gould, seconded by Neinly and carried, the written recom-
mendation of the Manager, dated December 31, 1959, for salary step increases for
one employee, effective January 1, 1960, and twelve employees, effective February
1960, was approved.

City of Santa Ana, for the death of Paul Leon Sm~t and alleged injuries to her~
due to the dangerous roadway condition of Delhi Road at the intersection of Rene
Drive, was referred to the City Attorney and Insurance Carrier.
It was moved by Councilman Gould~ seconded by Hubbard and carried~ that the City
Council go on record declaring they have au interest in the introduction of new and
supplemental supply of Metropolitan Water District water in eastern Orange County,
and that any such water pipe line be constructed of sufficient size and at locationa
where they can be of service to the City of Santa Aha for its future water needs.
It was moved by Councilman Heinly, seconded by Gould and carried~ that the City
Attorney be authorized to institute litigation, if necessary, in the "South Santa
Aha Annex No. 2" and "Costa Mesa Paularino No. 1" annexations.
