RESOLUTION NO. 81-4
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA OVERRULING THE
ACTION OF THE PLANNING COMMISSION ON
CONDITIONAL USE PERMIT APPLICATION
NO. 80-19, APPROVING SAID CONDITIONAL
USE PERMIT, AND GRANTING APPEAL NO. 428.
WHEREAS, a public hearing was duly held before the
City Council of the City of Santa Aha on December 15, 1980,
on the action taken by the Planning Commission in denying
Conditional Use Permit Application No. 80-19, which application
seeks to allow construction of a facility providing emergency
shelter, a sanctuary, and administrative offices for Missionaries
at Home, Inc. at 120 South Daisy Street in the M1 District;
and
WHEREAS, prior to taking action on said Conditional
Use Permit Application, this Council has reviewed and considered
the Negative Declaration for the project, including Initial
Study No. IS 80-212;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA AS FOLLOWS:
1. That based on such public hearing and the
oral and documentary evidence submitted therein, the City
Council does hereby reverse the action of the Planning
Commission denying said Conditional Use Permit Application
No. 80-19, and does hereby approve said Conditional Use
Permit and grant Appeal No. 428.
2. That the City Council adopts, as its findings
of fact for the approval of Conditional Use Permit No. 80-
19, the following:
(a) The subject facility will provide necessary
and desirable emergency shelter and food, a spiritual
sanctuary, counseling, and community oriented
programs to contribute to the general wellbeing of
the community.
(b) The subject facility will not be detrimental
to the health, safety or general welfare of persons
residing or working in the vicinity, and the
proposed structure will enhance improvements in
the vicinity.
(c) The subject facility will comply with
the regulations and conditions specified in the
Santa Ana Municipal Code for such use, as modified
by Variance No. 80-58.
(d) The subject facility will not adversely
affect the general plan of the City of Santa Aha,
due to the nature of the proposed land use and
subject facility which is harmonious with existing
social service facilities in the immediate area
and consistent with the goals and policies of the
general plan for development of complimentary
facilities to contribute to the general welfare
and well being of the community.

3. For the reasons set forth in the Negative
Declaration prepared for this project, the Council has
approved the said Negative Declaration and its finding
that the project will not have a significant effect on the
environment.
4. The said Conditional Use Permit is approved
subject to the requirements and limitations set forth in the
report of the Planning Depart~ent for the said Conditional
Use Permit, a copy of which is on file on the office of the
Clerk of the Council.
