RESOLUTION NO. 81-33
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA SUPPORTING THE
ELIMINATION OF THE FEDERAL ESTATE TAX
WHEREAS, the Federal Government should not profit
by the death of its people; and
WHEREAS, the State of California did enact
legislation prohibiting inheritance tax on a surviving
spouse; and
WHEREAS, there is an initiative being circulated
in the State of California to prohibit all state inheritance
tax; and
WHEREAS, the Federal Estate Tax falls heavily on
widows and orphans during grievous times; and
WHEREAS, the poor are exempted from the tax and
the rich can avoid the tax through legal processes not
practical for middle-class families; and
WHEREAS, inflation has subjected many families to
the Federal Estate tax that were previously exempted,
forcing such families to borrow money to pay the tax at the
very instant when their ability to pay such money is severly
restricted; and
WHEREAS, the monies raised by the Federal Estate
Tax do not cover the cost of the Federal Government in
collecting the said tax;
NOW THEREFORE, BE IT RESOLVED that the City
Council of the City of Santa Ana does hereby resolve that
the Federal Estate Tax be immediately eliminated and urges
the League of California Cities, the National League of
Cities, the Southern California Association of Governments,
Congress and the President of these United States to adopt
this position and repeal the same forthwith.
