RESOLUTION NO. 81-59
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING THE 'APPLICATION
FOR 1981 STATE GRANT MONIES FOR THE TOTAL
DEPARTMENT IMPROVEMENT PROJECT.
WHEREAS, the people of the State of California
have enacted the California Parklands Act of 1980, which
provides funds to the State of California and its political
subdivisions for acquiring lands and for developing
facilities for public recreation and historical purposes;
and
WHEREAS, the State Department of Parks and
Recreation has been delegated the responsibility for the
administration of the program within the state, setting up
necessary procedures governing application by local agencies
under the program; and
WHEREAS, said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of applications prior to
submission of said applications to the state; and
WHEREAS, said applications contain assurances that
the applicant must comply with; and
WHEREAS, the applicant agency will enter into an
agreement with the state of California for the acquisition
and/or development of the project;
WHEREAS, the total department improvement project
includes (1) the improvement of the Santa Anita Soccer
field, (2) an auto-irrigation system at Santiago Park, (3)
the renovaton of the west concession stand and restroom
improvement at the Eddie West Field-Santa Ana Stadium (which
includes lighting and handicapped cubicles), (4) door
replacement and repair at Jerome Center, (5) master locking
and security devices at Jerome, Memorial, Santa Anita, and
E1 Salvador centers, and (6) irrigation system renovation at
Jerome and Center Parks.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA that the City Council hereby:
1. Approves the filing of an application for 1980 state
grant assistance for the total department improvement
project; and
2. Certifies that said agency understands the assurances
and certification in the application; and
3. Certifies that said agency has or will have sufficient
funds to operate and maintain the project; and
4. Certifies that said agency has reviewed and understands
the General Provisions contained in the state/local
agreement; and

5. Appoints the City Manager as agent of the city to
conduct all negotiations, execute and submit all documents
including but not limited to applications, agreement,
amendments, payment requests, and so on which may be
necessary for the completion of the aforementioned project.
