RESOLUTION NO. 81-78
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AUTHORIZING MEMORIAL
POOL EQUIPMENT REPLACEMENT AS AN URGENCY
PROJECT WITHOUT ADVERTISEMENT FOR BIDS,
AND STATING THE FACTS CONSTITUTING SUCH
URGENCY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA:
1. That the City Council finds and determines
that the replacement of pool equipment at Memorial Swimming
Pool is of urgent necessity for the preservation of life,
health, and property for the following reasons:
(a) Memorial Swimming Pool requires replacement
of pool equipment prior to its being made available for public
swimming.
(b)

during the summer.
Swimming is conducive to the good health
is a highly popular form of recreation
(c) If the procedures for advertisement for
competitive bids are followed in contracting for the necessary
equipment replacement work it will not be possible to open
Memorial Swimming Pool to the public until the middle of
August, 1981, at the earliest.
(d) If such procedures are not followed,
Memorial Swimming Pool may be opened to the public approximately
a month earlier.
2. That, based on the facts hereinabove set forth,
the City Council does hereby authorize the letting of a contract
for the replacement of pool equipment at Memorial Pool without
advertising for bids.
