The Pledge of Allegiance was given.
Invocation was given by Reverend F. W. Niedringhaus, Congregational Church.
Each member of the City Council having received copies of the Minutes of
July 18, 1960 and July 22, 1960, reading of the Minutes was dispensed with
and ~pproved on motion of Councilm~u Hubbard, seconded by Heinly and carried.

This being the date set for hearing on the establishing of "No Parking' Zones on
Delhi Road on both sides, between Harbor Boulevard and Greenville Street, and on the
north side between Greenville Street and Raitt Street; no protests were received and
the hearing was closed. The Council having unanimously waived the reading of the
Resolution, on motion of Councilman Heinly~ seconded by Hubbard and carried, the
following Resolution entitled:
"Resolution No. 60-143 prohibiting parking on both sides of Delhi
Road between Harbor Boulevard and Greenville Street and on the
north side between Greenville and Raitt Streets"
was considered and passed by the following vote:

This being the date set for hearing on Amendment Application No. 311, filed by

ning at a point 90h feet east of the center line of Sullivan Street, thence easterly
150 feet along the center line of West First Street, thence northerly 200 feet from
the surMey center line of First Street, thence westerly 150 feet, thence southerly
200 feet to the point of beginning; no protests were received and the hearing was
closed. On motion of CounciLman Hubbard, seconded by Heinly and carried, the follow.

This being the date set for hearing on Amendment Application No. 312, filed by
James A. Freeman, amending Sectional District Map 1-5-10, to reclassify from R-1 and
R-2 Districts to C-1-PK District, property bounded on the north by the south line of
Lots 22, 23, 22, and 25, of Tract 1572, on the west by Bristol Street, on the east
by a line approximately 240 feet east of the center line of Bristol Street, and on ti
south by a line approximately 215 feet north of the center line of 17th Street.

Philip J. Reilly, representing a group of property owners opposing the Amendment
Application filed by James A. Freeman, and requested continuance of the hearing until
August 15, 1960. Attorney Theodore J. Beall).representing the applicant, objected
to the continuance, and stated his client is being deprived of the use of the proper~
Councilman Heinly stated that as a matter of courtesy continuances are generally
granted in such matters, but a hearing would not be denied at this time if ~r. Beall
desired to be heard. Attorney Beall withdrew his opposition and agreed to the con-
tinuation until August 15, 1960. On motion of Councilman Heinly, seconded by Hubba~
and carried, the hearing was continued to August 15, 1960.

On motion of Councilman H~bbard~ seconded by Heinly and carried: the low bid of
Econolite Corporation was accepted for item 1, total amount of $1~02t.79; item
total amount of $716.00; item 5: total amount of $229.50; and item 6, total amount
of $103.95; the low bid of Hundley Company was accepted for item 2, total amount
of $713.00; and the low bid of Electric Supplies Distributing Company of Santa Aha
~as accepted for item 3~ total amount of $1,058.40, and all other bids rejected.
Communication w~.s again presented from the Planning Commission recommending approval
of Variance Application No. 1317, filed by William R. and Wanda Jackson, to build
two additional single-family dwellings on a lot with two existing dwellings, on

property at 5017 W. 5th Street, in. R-1 District, subject to conditions. The appli-
cant submitted another plot plan facing the proposed dwellings on Sixth Street and
providing for a driveway to the south~ and agreed to install curbs and gutters when
S~xth Street is constructed. On motion of CounciLman Heinly, seconded by Hubbard
and carried, Variance Application No. 1314 was granted, subject to conditions, and
subject to the further condition that applicant be required to install curbs, gutte
and pave one-half of the street, to be done only if, as, and when Sixth Street has
been completed to Roslta Avenue~ and further, that applicant not be denied a Use

On motion of Councilman Heinly, seconded by Hubbard and carried, Map of Tract No.

subject to approval by the Attorney of bond in the sun of $35,000.O0~and agreement coy-

On motion of Councilman Hubbard, seconded by Heinly and carried, Tentative Tract
Map No. 3841, filed by Hodges Building Corporation, creating ten lots located on
the west side of Grand Avenue north of McFadden Avenue, was approved, subject to
conditions.
On motion of Councilman Hubbard, seconded by Heinly and carried, proper officials
were authorized to execute the following agreements:
With Lowry Associates to provide sidewalks, curb an8 gutter, pavement, gradin~
appurtenances, and appurtenant work where necessary, on Assessment District No.
Golden West Avenue, between McFadden and Wilshire Avenues,
With A. A. Neon Company, Seaboard Finance Company and Wm. Rohrbacher (owner
property) to construct an electric sign at 617 W. 17th Street, a portion of which
electric sign will extend over and be upon the area between the center of said
street and the setback line established along said street, and
With Co Jo Bonnet Company to place interim improvements at the intersection
the private road and Memory Lane; reconstruct the intersection whenever Memory Lane
is widened, and furnish bond in the amount of $2,000.00 to guarantee faithful
performance of th~s Agreement.
It was moved by Councilman Hubbard, seconded by Heinly and carried, that escrow
instructions No. 45070-F, dated July 19, 1960, be approved and signed with Cora and
Loren C. Wilson, for property on the west side of Parton Street~ north of Sixth
Street, Civic Center site, in the amount of $12,600.00.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by Heinly and carried, the following Resolution entitl

Street and Washington Avenue, reference request of Union Oil Company; repeal portion
of Resolutiou No. 60-131, and abandon red zone on the east side of North Main Street,
between 14th and 15th Streets, was considered and passed by the following vote:
