Present: Councilmen Absent: Councilmen Hearing Budget 1960-61 Royal E. Hubbard, Stanley C. Gould, Jr., Dale H. Heinly, Bob Brewer, A. ~. Hall Hone This being the date set for hearing on the proposed Budget for the fiscal year 1960-61, the Mayor declared a notice of public hearing on the proposed Budget had been published in The Register, and on motion of Councilman Heinly, seconded by Hubbard and carried, the affidavit of publication was received and filed. The Mayo~ asked if anyone wished to be heard, and J. Ogden Markel, 181~ South Parton Street, commended the City Administration on the many fine accomplishments achieved in the past year, and urged the Council members to accept the lower tax rate of $1.37, in keeping with the incc~e and potential income of the City, as recommended by the Chamber of Commerce and the City Manager in the proposed Budget. The hearing was closed. No.NS-461 of Funds Adopt 1960-61 Budget No. NS-462 Tax Rate 1960-61 ($1.42) ReappOintment Board of Recreation and Parks Appointment Library Board The Council having unanimously waived the reading of the Ordinance, on motion of Councilman Heinly, seconded by Gould and carried, the following Ordinance entitled: "Ordinance No. NS-~61 adopting the ~%nnual Budget for the fiscal year comencing July l, 1960, and fixing the limitations of expenditures for the several funds and the functions, depart- ments and activities carried under such funds" to take effect immediately pursuant to the Charter of the City of Santa Ana, was considered and passed as an emergency Ordinance by the following vote: Ayes, CounciLmen Royal E. Hubbard, Stanley C. Gould, Jr., Dale H. Heinly, Bob Brewer, A. A. Hall Noes, Councilmen None Absent, Councilmen None The Council having unanimously waived the reading of the Ordinance, on motion of Councilman Heinly, seconded by Goul~ and carried, the following Ordinance entitled: "Ordinance. No. NS-~62 of the City of Santa Ana, California, fixing the amount of money ascertained to carry on the various departments of the City, and to pay the bonded indebtedness falling due, for the current year 1960-1961: fix/ng the rate of taxatioufor said current year, and designa- ting the number of cents on each $100.00 for the various funds of said City and hereby levied on the whole of the taxable property of saidCity''~ under Section 2 of said Ordinance, City Council hereby levies a tax for the fiscal year beginning July l~ 1960 and ending June 30, 1961, for the purpose of carrying on the variou~ departments, to pay the bonded indebtedness and interest, to paythe amounts due the State ~mployees' Retirement System, to maintain the Library, to operate the'Recreation and Parks program, and fixes the rate thereof at $1.h2 on each $100.00 of assessed value of all property within the City of Santa Ana and apportions said amount'among the various funds and purposes, as follows: General Fund $1.05; Library Fund $0.175; Recreation and Parks Fund $0.08, and for the com- bination of three bond issues $0.115, was considered and passed as an emergency Ordinance by the following vote: Mayor Hall stated where we have a continued tax reduction, with the many projects that are in the offing, and while I feel a larger tax reduction may have been more proper, this City Council makes every effort to continue to have an efficient, progressive City, and I Just wanted to express my feelings in that regard. Council man Heinly stated it is hoped that the City Council will be unanimous in the adopti of this Ordinance, notwithstanding the feeling of some of the members. I think we have a good program, there is efficient management in the operation of our City, a~ It will continue to be efficient. We are not proposing to cut to the bone as we have many projects for the future, and it would be unsound to make such a drastic tax cut this year and maintain the high rate of efficiency we have had in the past. Hall Noes, Councilmen None Absent, Councilmen None It was moved by CounciLman Hubbard and seconded by Heinly, that Kenneth E. Morrlson be nomi hated as a member of the Board of Recreation and Parks. It was moved by Councilman Reinly, seconded by Hubbard and carried, the nomination be closed, and the reappointment of Kenneth E. Morrison, as a member of the Board of ~ecreation and Parks, te/ml to expire July 1, 196~, was approved by unanimous vote. It w~s moved by Councilman Heinly and seconded by Hubbard, that Ralph W. Gordon be nc~inated as a member of the Library Board to fill the vacancy created by the resi nation of Roy W. Potter. It was moved by Councilman Hubbard, seconded by Heinly a Carried, the nomination be Closed, and Ralph W. Gordon appointed as a member of the 1! ~ppointment Planning Commission d~ Leave of Absence Dale H. Heinly Reso.No.60-165 Urging ~egistration to vote in S2atewide and Presidential election November Leave of Absence Stanley C. Gould,Jr. Library Board~ term to expire June 50, 1964. It was moved by Councilman Gould and seconded by Heinly, that Philip Reilly be nominated as a member of the Plan~Ing C~mmission to fill the vacancy created by the resignation of Robert J. MacFarlane. It was moved by Councilman Gould, secon~ by Hubbard and carried, the nomination be closed~ and Philip Reilly appointed as a member of the Planning Commission; term to expire July l, 1962. On motion of Councilman Hubbard, seconded by Brewer and carried, the oral request Councilman Dale H. Heinly was granted to leave the City and be absent from the regular Council Meeting scheduled on September 6, 1960. The Council having unanimously waived the reading of the Resolution, on motion of Councilman Hubbard, seconded by Brewer and carried, the following Resolution entitled: "Resolution No.60-165 of the City Cotuncil of the City of Santa Ana, California, urging all qualified persons to register as voters for the general Statewide and Presidential Election to be held November 8, 1960'! was considered and passed by the following vote: ~yes, Councilmen Royal E. Hall Noes, CounciLmen None Absent, Councilmen None On motion of CounciLm~ n Hubbard, seconded by Heinly and carried, CoLmcilman Stanle C; Gould, Jr., was orally granted permission to leave the United States,beginnin~ November l, 1960, for approximately three weeks, and authorization for necessary expenses, to attend the 15th Annual International Conference in Tel~Aviv, Israel.
