That the City Council finds and determines that the purchase of one 1500-gpm fire pumper meeting Fire Department specifications from Crown Fire Coach is of urgent necessity for the preservation of life, health, and property for the following reasons: (a) One existing fire pumper in use by the Santa Ana Fire Department is currently in defective operational condition such that its continued availability for fire protection purposes over the next year is questionable. (b) A replacement fire pumper is presently available for purchase from Crown Fire Coach of Los Angeles with delivery within 120 days. (c) If the City were to advertise for competitive bids for a replacement fire pumper, the City would not be able to obtain such a replacement for approximately eighteen (18) months after award of the bid. (d) Failure to acquire one replacement fire pumper as soon as possible will jeopardize the ability of the Santa Ana Fire Department to maintain current fire- fighting capability, thereby endangering the life, health, and property of the public. 2. That, based on the facts hereinabove set forth, the City Council does hereby authorize the abovesaid purchase without advertising for bids, subject to the approval by the City Council of the written purchase contract. 3. The purchase hereby authorized is in addition to the purchases authorized by Resolution No. 81-92 of this Council.
