Minutes was dispensed with and approved on motion of Counci]m-n Hubbard,

Councilm~n Hubbard, seconded by Gould and carried, the following Resolution
"Resolution No. 61-12 ordering vacation of a portion of
North Garnsey Street south of Seventeenth Street"
and the ownens of property abutting the portion of North Garnsey Street in
agreed with the City of Santa Aha that they would pay to said City the amount of
$516.00, which is the determ!ned value of the municipal water line leading from the
water main in Seventeenth Street to and into said portion of North Garnsey Street,
and further agreed that said owners would construct sidewalk, curb and gutter
across Garnsey Street at its intersection on the south side of Seventeenth Street
to line up with present in place construction and would provide for necessary

trical Code known as "Orange County A~m!uistrative Electrical Code - 1959"; letters
were submitted by Orange County Builders Association, Inc., Electrical Industry
Depository, and National Electrical Contractors Association, favoring the adoption
of the Orange County A&m~nistrative Electrical Code - 1959, and on motion of
Councilman Hubbard, seconded by Gould and carried, the commmmications were receive,
and filed. No protests were received and the hearing was closed. The Cotmcil

cation No. 1~O1, wherein Planning C~m~fssion recommended denial, to erect an
advertising sign ~7.feet above ground level, which is 12 feet above the heightlilt
limitation of the C 2 District, on property at 1~06 East First Street. Dave De~,
3233 Kurtz Street, San Diego, stated he is a partner in the Foodmaker Company, op-
erating ~6 drive-ins throughout Southern California, ~ixteen of which are Oscar
Drive-ins havtng 47-foot signs, located in San Diego, Buena Park and several
locations in Los Angeles County. He stated that when the property was purchased
in May, they were informed there were no sign restrictions at that time and were
not aware of the new Zoning Ordinance ltmfting the height of signs to 35 feet in
the C-2 District, until they applied for a huilding.permit. Further, there is an
existing 67-fOot sign in the area, and as the drive-ins are an impulse type of
business, the requested sign height is necessary to the success of the drive-in
restaurant. C~unication was presented from Gates W. Burrows, Chairman, Civic
Beautificatian C¢~tttee, stating the members of the C~-m~ttee are concerned as
to the feasibility of maintaining the Ordinance which sets the height lfm~t at
35 feet, end on motion of Councilmau Eubhard, seconded by Brewer and carried, the

fication Committee, stated there was a tendency for the signs to become larger and
more demanding, the Zoning Ordinence should be enforced and the Appeal Appli-

the recommendation of the Planning Ccm~lssinn be upheld and Appeal Application No.
7 denied.

Appeal Application No. 8 of G. B. Miller Company, operators of Town & Country
Villa (Trailer Park), 3929 West Fifth Street, was presented, appealing the Plannin
C.--.-Issiou. s confirmation of an action by the Planain~ Director, which permitted
the location at 606 Harbor Boulevard to be used as a Go-Cart (Race) Track by
F. L. Ross, and on motion of Councilman Hubbard, seconded by Gould and carried,
the matter was continued to February 6, 1961.

the rec~endation of Orange County Street Naming C~,mtttee, November 28, 1960,
that Talbert Avenue-Dyer Road be changed to Talbert Avenue for this route through-
out its entire length; that Wintersburg Avenue-Delhi Road he changed to Warner
Avenue; and that Smeltzer Avenue-Edinger Street be changed to Edinger Avenue. ~
motion of Councilman Hubbard, seconded by Gould and carried, the rec~,mendation o~

lots located 1BO0 feet north of Sugar Avenue, on the west side of Newhope Street,
and the Planning Director's Addendum, dated January 16, 1961, rec~ndingapprova~

Delhert Larmh~ First Western Bank Building, representing the applicant, stated his
client desires to divide the property which is 130 feet wide by BOO feet deep,
along the westerly side of Newhope Street, into two 65-foot lots, and objected to
the condition of the plannin~Department for a proposed cul-de-sac rather than
another driveway, stat~wE it would be econ~-~ cally unfeasible for his client to use
this lot and the expense and waste of space would prevent it. At the southerly 65
feet there is now a residence with a driveway, which has been there for many years;
and, further, his client purchased the property for development and has no objec-
tion to the dedicati~ of the 42 feet, but objects to Conditions 1, 2, 7, 8 and 10
of the Planning Director's Addendum dated January 16, 1961. It was moved by
Councilman Gould that the matter be tabled until Councilmen Heinly arrives. Motioz

Mr. Hoy stated that Preliminary Record of Survey Map No. 198 eliminates the improv,
ment of sidewalks on Anahurst Plaee~ and requested the further elimination of side.
walks on Hathaway Street~ as this will be developed as c~ercial property. On
motion of Councilman Hubbard, seconded by Gould and carried, Preliminary Record of
Survey Map No. 198 wes approved, eliminating the sidewalk requirement on Hathaway
Street, and subject to all other conditions.
Communication was presented from Boyle Engineering, dated December 30, 1960, re-
questing Council consideration to delete requirement by pl~nBing C~.~t ssion, for
the construction of a turn-around at the northerly end of Acacia Place, reference
Tentative Tract Map No. 3374, on property located between Memory Lane, Flower
Street, and the Santa Aha Freeway, creating ~7 residential lots and one large site
and submitting plot plan for the development of LOt ~8, as proposed by the Farmers
Insurance Cempany. Cc~manication was presented from the Planning Director, dated
January 16, 1961, stating that if the cul-de-sac were to be eliminated, it would
result in a better street layout, if a knuckle were required at proposed Acacia
Place and Farmers Drive, so that a standard drive approach and sidewalks could be
placed. On motion of Councilman Gould, seconded by HUbbard and carried, the com-
munication fron the Planning Director was received and filed. It was moved by
Councilman Gould, seconded by Hubbard and carried, that no action be taken,
a n d the Planning Director so notify Boyle Engineering.

On motion of Councilman Hubbard, seconded by Gould and carried, the request of the
Manager was approved for budget revision from Fund 23-234-~54, Recreation and Par~
Municipal Bowl, to l~md 23-25h-399, Recreation and Parks - Memorial Park Mainten-
ance, in the amount of $700.00, for the purpose of making repairs to a burned out
transformer and electrical system in the vault at Memorial Park.
On motion of Councilmau Hubbard, seconded by Gould and carried, permission was
granted to the Air National Guard Squadron to use the "Committee Room," ~he rear
rocm of the Co~unity Center Clubhouse, at 1104 W. Eighth Street, without charge,
for use as a stud~ and lecture room, for the week-ends of January 21 ampi 22,
February 25 and 26, and March 25 and 26, 1961, and the study space is to be clean~
after each use.
Petitions were presented signed by approximately 3~ persons requesting annexation
to the City of territory, consisting of approximately 1,280 acres; segment one of
this area is bounded on the north by Fairhaven Avenme, on the west by Lincoln
Avenue, on the south by Santa Clara Avenue, and on the east by Prospect Avenue;
and segment two of this area is bounded on the north by Santa Clara Avenue, on the
west by the Corporate Limits of Tustin, on the south by First Street, and on the
