It shall be the respensibility of the City Manager to review such costs annually and make such recommendations to the City Council as required to keep the changes consistent with the costs. All governmental agen- cies and their official representatives shall be exempt from paying these charges for single copies for official use. Resolution No. 81-93, adopted on June 15, 1981 is repealed.
