HomeMy WebLinkAbout82-130REL:adg 9/8/82 RESOLUTION NO. 82-130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA OPPOSING S.2172 "CABLE TELECOMMUNICATION ACT OF 1982" WHEREAS, local governments are best equipped to regulate cable systems throughout the franchise process; and WHEREAS, the regulator requirements and services provided by cable systems are most appropriately determined by negotiations at the local level; and WHEREAS, the Federal Communications Commission does not have the capacity to regulate thousands of local cable systems; and S.2172 proposes extensive involvement of the Federal Communications Commission in the regulation of the cable systems; and WHEREAS, the cable industry has not made an effective case for overhauling the existing regulatory system; and WHEREAS, prohibiting cities from establishing franchise requirements that are different from or inconsistent with Federal requirements, effectively prevents cities from bringing the benefits of competition to their residents; and WHEREAS, providing cable operators with a preference in franchise renewal proceedings in anti- competitive; and WHEREAS, S.2172 limits the ability of cities to insure diversity of information through locally developed rate regulations and service requirements. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa Ana does hereby oppose S.2172, RESOLUTION NO. 82-130 PAGE TWO "Cable Telecommunications Act of 1982," and urges all cities to also oppose this bill and request their legislators in the United States Senate to vote against S.2172. 1982.
