HomeMy WebLinkAbout82-138RESOLUTION NO. 82- 138 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA URGING THE NATIONAL LEAGUE OF CITIES TO SUPPORT IMMIGRATION REFORM AND CONTROL WHEREAS, the proposed Immigration Reform and Control Act is landmark legislation, which has been passed by the U.S. Senate and should receive action by the House of Representatives this year, and WHEREAS, the present situation provides no effective immigration control and leads to discriminatory enforcement methods which are ineffective, and WHEREAS, the new legislation will contain significant changes that affect employers, labor unions, local governments, minority communities, and federal enforcement and administrative agencies, and WHEREAS, the legislation raises a number of important concerns about the methods that are utilized to implement the legislation and support the costs of that implementation, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Santa Ana that the National League of Cities be requested to support the immediate passage of an immigration reform and control act which includes: employer job screening for newly-hired employees legalization of those presently residing in the United States a streamlined temporary worker program stringent border controls full federal reimbursement of local public costs result from the implementation process. that BE IT FURTHER RESOLVED that the National League of Cities be requested to call upon the President and the Congress to establish an implementation task force which includes repre- sentatives of business, labor, state and local governments, voluntary agencies, minority groups significantly impacted in the legalization process, and the appropriate federal departments. This task force should be required to oversee the implementation of the act, and recommend appropriate administrative procedures and financial support for that purpose. In addition, the task force should recommend any subsequent amendments that are deemed appropriate as a result of the experience gained in implementa- tion of the act.
