A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
SUPPORTING IMPLEMENTATION OF A RAIL RAPID TRANSIT SYSTEM
IN ORANGE COUNTY AND STUDY OF FOUR RAPID TRANSIT ALTERNA-
TIVES
WHEREAS, the Joint Transit Committee of Orange County is comprised
of the cities through which a rail rapid transit system is now proposed by
the Orange County Transit District and the Orange County Transportation
Commission; and
WHEREAS, the Joint Transit Committee cities, recognizing the benefits,
such as opportunities for private investment that would create new jobs and
an improved housing supply, that will accrue to their residents and their
local economy, are committed to the implementation of a rail rapid transit
system in Orange County; and
WHEREAS, the Joint Transit Committee was formed to provide a forum
in which to discuss the mutual concerns of the member cities; and
WHEREAS, the Joint Transit Committee recognizes the importance
of reaching a consensus among its member cities on critical issues in the
planning and implementation of rail rapid transit that will provide a highly
efficient system for the movement of people in Orange County; and
WHEREAS, agreement is necessary among the member cities of the
Joint Transit Committee as to the alternative rapid transit projects to
be considered in the Environmental Impact Report which must be completed
prior to identifying the locally preferred project for implementation;
and
WHEREAS, in order to have Orange County receive planning and
implementation funding support from the U. S. Department of Transportation,
Urban Mass Transportation Administration, an Environmental Impact Statement
is required and for which alternate rapid transit projects must be
considered; and
WHEREAS, the Joint Transit Committee did agree on December 2, 1982,
that for purposes of completing the Rapid Transit Project's Environmental
Impact Report and Statement, four Rapid Transit alternatives are to be
considered:
1. A 46 -mile system from Buena Park to Santa Ana and Anaheim
to Irvine Center using the I-5 Freeway alignment;
2. A 43.5 -mile system from Buena Park to Santa Ana and Anaheim
to Irvine Center using the San Diego Creek Channel alignment;

3. A 35.5 -mile system from Buena Park to Santa Ana and
Anaheim to U.C.I. and Costa Mesa;
4. A 32 -mile system from Buena Park to Santa Ana and Anaheim
to Costa Mesa.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA, that the City Council support the implementation
of rail rapid transit in the County of Orange, and be it further resolved
that the December 2, 1982 action of the Joint Transit Committee be ratified
by the City Council of the City of Santa Ana.
