A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE CITY TO APPLY FOR A
REDISTRIBUTION OF GRANT FUNDS FOR THE
ROBERTI-Z'BERG-HARRIS URBAN OPEN SPACE AND
RECREATION PROGRAM UNDER THE SAFE
NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR,
AND COASTAL PROTECTION BOND ACT OF 2000
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS
FOLLOWS:
Section 1. The City Council of the City of Santa Ana hereby finds, determines
and declares as follows:
The people of the State of California have enacted the Safe Neighborhood
Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000
which provides funds for the Roberti-Z'Berg-Harris Open Space and
Recreation Program.
The Legislature of the State of California has enacted the Roberti-Z'Berg-
Harris Open Space and Recreation Program, which provides funds to
certain political subdivisions of the State of California for acquiring lands
and for developing facilities to meet urban recreational needs.
The California Department of Parks and Recreation has been delegated
the responsibility for the administration of the grant program and setting up
necessary procedures.
Said procedures established by the California Department of Parks and
Recreation require the City's Governing Body to certify by resolution the
approval of the City's application for an Amendment redistributing the
Roberti-Z'Berg-Harris grant to increase funds provided to the City and
decreases funds provided to he County of Orange.
The County of Orange receives a certain portion of the Roberti-Z'Berg-
Harris Open Space and Recreation Program funds (Proposition 12 funds).
County Board of Supervisors has allocated $1,000,000 in funding from the
County's Proposition 12 funds to City of Santa Ana to pay for a portion of
the Dan Young Youth Soccer Field improvements (Project).

E. The CITY will enter into a Financial Assistance Agreement with the County
of Orange to assure the grant funds are used for the Project.
Section 2. The City Council of the City of Santa Ana hereby:
Approves the filing of an Amendment increasing local assistance
funds from the Roberti-Z'Berg-Harris Urban Open Space and
Recreation Program under the Safe Neighborhood Parks, Clean
Water, Clean Air, and Coastal Protection Bond Act of 2000 in the
amount of $1,000.000.
Certifies that the Applicant has or will have sufficient funds to
operate and maintain the project(s).
Appoints the City Manager or the Director of the Parks, Recreation
and Community Services Agency, or their designee, as agent for
the City of Santa Ana to conduct all negotiations, execute and
submit all documents including, but not limited to applications,
agreements, amendments, payment requests and so on, which
may be necessary for the completion of the aforementioned
Project.
Section 3. This Resolution shall take effect immediately upon its adoption by
the City Council, and the Clerk of the Council shall attest to and certify the vote adopting
this Resolution.
