RESOLUTION NO. 83- 147
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA DECLARING ITS INTENTIONS
TO ESTABLISH A BUSINESS IMPROVEMENT AREA
IN THE CITY OF SANTA ANA
THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the City Council of the City of Santa
Ana hereby finds, determines, and declares as follows:
(a) Pursuant to Section 36500 et sec. of the Streets
and Highway Code of the State of California, the City
Council hereby declares its intention to consider the
creation of a Business Improvement Area (hereafter
"Area");
(b) That the Area is proposed to include all of the
real property within the boundaries as described on
Exhibit "A", attached hereto and incorporated herein by
this reference;
(c) That a public hearing concerning the formation
of said proposed Area will be held on Monday, December 5,
1983, at 7:30 p.m., or as soon thereafter as the matter
can be heard, in the City Council Chambers of the City
Hall of the City of Santa Ana located at 22 Civic Center
Plaza, Santa Ana, California;
(d) A description of the proposed system of charges
is set forth on Exhibit "B", attached hereto and in—
corporated herein by this reference;
(e) The proposed uses of the revenues derived from
charges imposed in such Area are as follows:
(1) decoration of any public place in the
area;
(2) promotion of public events which are to
take place on or in the area;

(3) furnishing of music in any public place
in the area; and
(4) the general promotion of business
activities in the area.
SECTION 2. That the City Clerk shall certify the
adoption of this Resolution, cause the same to be published in
the manner prescribed by law, and shall mail a complete copy of
this Resolution to each person owning or operating a business
which is located in the proposed area described on Exhibit "A".

north line of last said Lct 1 and the easterly prolongation
thereof 410 feet to the northeast corner of Lot 2 in Block 3 of
said Fruit Addition; thence southerly along the east line of
last said Lot 2 and the southerly prolongation thereof to the
centerline of Fifth Street, 60 feet wide; thence easterly along
said centerline of Fifth Street to the centerline of Mortimer
Street, 60 feet wide; thence southerly along said centerline of
Mortimer Street to the centerline of Fourth Street, 80 feet
wide; thence westerly along said centerline of Fourth Street to

line of First Street, 100 feet wide, to the centerline of Main

EXHIBIT "B"
ANNUAL CHARGES TO BUSINESSES LOCATED IN THE
DOWNTOWN BUSINESS IMPROVEMENT AREA
1. Businesses located within the boundaries of the proposed
Business Improvement District, classified under City
Ordinance NS -1690 as:
Amusement Services
Pawnbrokers
Service Stations
Classification A, including but not limited to,
Retail Sale 'of Goods
Hotels and Motels
Theatres
Food Establishments,
shall pay an amount equal to one and one half (1.5)
times their annual business license fee.
2. Businesses classified under ordinance NS -1690 as Commercial
Rental Property, Rental Property, Residential and Rooming
House shall pay an amount equal to one quarter (.25)
times their annual business license fee.
3. All other businesses, including Professions, Trades &
Services, within the boundaries of the proposed Business
Improvement District, shall pay one (1) times their
annual business license fee.
