OF THE CITY OF SANTA ANA AS FOLLOWS:
1. Based upon the evidence submitted at the abovesaid
hearing this Council finds and determines as follows:
(a) The sale of beer and wine for on-site con-
sumption is a service which is commonly provided by
restaurants and expected by their customers. This minor
exception is therefore desirable to provide a service which
will contribute to the general well-being of the community.
(b) The provision of beer and wine for sale for on-
site consumption in the restaurant will not create any excessive
concentration of establishments selling alcoholic beverages in
the vicinity and will not adversely impact the crime rate in
the vicinity or otherwise create any nuisance to nearby
residents and businesses. Therefore, this minor exception
will not be detrimental to the health, safety or general wel-
fare of persons residing or working in the vicinity.
(c) The sale of beer and wine for on-site consumption
at the restaurant pursuant to this minor exception will not
violate any regulations or conditions of the zoning chapter of
the municipal code nor adversely affect the general plan of the
city.
