RESOLUTION NO. 86-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA SUPPORTING THE ORANGE COUNTY
REMOTE ACCESS NETWORK OF THE CALIFORNIA
IDENTIFICATION SYSTEM PROGRAM.
WHEREAS, The California Penal Code, as amended by Chapter
1234 of the 1985 statute% authorizes participation of California
law enforcement agencies in the Remote Access Network of the
California Identification System (Cai-ID); and
WHEREAS, this law appropriates seven million dollars to
fund local implementation of the Remote Access Network; and
WHEREAS, it is acknowledged that the local implementation
of Cal-ID will help solve crimes and provide a safer environment
for the citizens of our City; and
WHEREAS, a local Orange County Remote Access Network
Board has been established to determine the placement of
equipment within the County and the manner of purchase; and
WHEREAS, Section 11112.5 of the Penal Code provides for
costs for equipment purchase, based upon the master plan
approved by the Attorney General, including State sales tax,
freight, insurance and installation, shall be prorated between
the State and local government entity; and
WHEREAS, the State's share shall be 70% (or approximately
1.722 million dollars) and the local government's share will
be 30% of those costs; and
WHEREAS, Section 11112.5(d) of the Penal Code provides
that local government shall be responsible for all costs
related to site preparation, equipment maintenance, on-going
operational costs, file conversion costs and enhancements
which exceed the basic design specifications of the California
Department of Justice.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Santa Ana that the City Council will support its
share of the cost of the Orange County Cai-ID program based
upon its use of the program.
