RESOLUTION NO. 86-94
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA RECOGNIZING AND COMMENDING
THE CRIME TASK FORCE ON THE FIRST
ANNIVERSARY OF ITS FORMATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SANTA ANA:
1. Bearing in mind that a goal of the City Council
when it established the Crime Task Force -- also known as
SWAT/H.Y.P.E.S. -- in October, 1985, was to reduce narcotics
and related crimes, the Crime Task Force has been a resounding
success.
2. Although Santa Ana was facing a 7.5% increase in
Part One crimes when the Crime Task Force was implemented (over
the same period in 1984), the increase was reduced to 1.29% by
the end of the year.
3. The Crime Task Force has also successfully
carried out a second goal of increasing citizen awareness of
police activities and faith in the ability of the Santa Ana
Police Department to combat street crime.
4. The above was accomplished in a department-wide
effort, focused into an operational unit of 32 sworn officers,
as shown on Exhibit A, and three non-sworn officers, as shown
on Exhibit B, both of which are attached hereto and
incorporated herein by reference.
5. The Crime Task Force's success is reflected in
the Office of the Orange County District Attorney, which is
using it as a model to increase sentencing on narcotic offenses
County-wide.
6. The assistance of other agencies is also
recognized and commended, notably the City's Community
Preservation and Fire Departments, the Orange County Health
Department, the Orange County Sheriff's Department and the
Federal Department of Immigration and Naturalization Services.
7. Another measure of the Crime Task Force's success
is found in the closing down of 150 residences where narcotics
were sold.
8. Moreover, 15 bars well known as breeding places
of violent crimes, have been shuttered, resulting in a 24%
reduction in aggravated assault, a 15% reduction in homicide,
and 17% reduction in burglary throughout the City of Santa Ana.

9. The above-referenced accomplishments are perhaps
best reflected in the more than 2,200 arrests made by Crime
Task Force officers in their first full year of operations.
More than half of these were for narcotics-related offenses.
