RESOLUTION NO. 85-40
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA MAKING CERTAIN FINDINGS AND DETERMIN-
ATIONS WITH RESPECT TO IMPROVEMENTS TO BE FUNDED
BY THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF SANTA ANA PURSUANT TO ITS PARTICIPATION
AGREEMENT WITH RITCHEY CENTER NORTH AND RITCHEY
CENTER SOUTH
WHEREAS, this Council, by Ordinance No. NS-1639
adopted July 6, 1982, apDroved and adopted the Redevelop-
ment Plan for the Santa Aha South Main Street Redevelopment
Project, which plan as thus amended is hereinafter referred
to as the "Redevelopment Plan,"
WHEREAS, among the objectives of the Redevelopment
Plans are:
1. Creation of new employment opportunities.
2. Encouragement of private commercial/industrial re-
habilitation, development and capital investment.
3. Provision or replacement of public streets, alleys,
parks, sidewalks, sewers, storm drains, traffic signals,
lighting systems and other public improvements as necessary;
and
WHEREAS, on February 19, 1985, the Community
Redevelopment Agency of the City of Santa Ana (hereinafter,
the "Agency") entered into an agreement (hereinafter, the
"Participation Agreement") with Ritchey Center North and
Ritchey Center South for the rennovation of industrial
buildings within the Santa Ana South Main Street Redevelop-
ment Project Area; and
WHEREAS, pursuant to said Agreement, the Agency
undertakes to pay for the cost of certain off-site street
improvements abutting and providing access to the subject
site, specifically, St.Andrew Place and Glenwood Place,
east of Ritchey Street, up to a maximum of $50,000.00, all
of the aforesaid to be publicly owned and being hereinafter
referred to as the "Improvements;"

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SANTA ANA, AS FOLLOWS:
1. The City Council of the City of Santa Ana
consents to the Agency's 'payment of the costs of the Improve-
ments, up to a maximum of $50.000.00.
2. In giving such consent, the City Council finds
and determines as follows:
(a) The provision of the Improvements is
necessary to effectuate the purposes of the Redevelopment Plan.
(b) The Improvements are of benefit to the
project area established by the Redevelopment Plan and the
immediate neighborhood of such project area.
(c) No reasonable means, other than payment
of the costs of the Improvements by the Agency, are available
to the City of Santa Ana for financing the Improvements.
