RESOLUTION NO. 87-13
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING THE APPLICATION
FOR GRANT FUNDS UNDER THE COMMUNITY PARK-
LANDS ACT OF 1986 FOR THE SOUTHWEST SENIOR
CENTER PROJECT
WHEREAS, the State of California has enacted the
Community Parklands Act of 1986, which provides funds to the
State of California and its political subdivisions for
acquiring and developing facilities for public recreational and
historical purposes; and
WHEREAS, the State Department of Parks and Recreation
has been delegated the responsibility for the administration of
the program within the state, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the State
Department of Parks and Recreation require the applicant to
certify by resolution the approval of an application before
submission of said application to the state; and
WHEREAS, said application contains assurances that the
applicant City of Santa Ana must comply with; and
WHEREAS, the applicant City of Santa Ana will enter
into an agreement with the State of California for acquisition,
development, rehabilitation or restoration of the project known
as the Southwest Center project;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. The City Council approves the filing of an application
for Community Parklands Act of 1986 state grant assistance for
the Southwest Senior Center project.

2. The City Council certifies that the City of Santa Ana
understands the assurances and certification in the application
form.
3. The City Council certifies that the City of Santa Ana
has or will have sufficient funds to operate and maintain the
Southwest Senior Center project.
4. The City Council certifies that the City of Santa Ana
will complete the Southwest Senior Center project within three
years from the date of approval by the state.
5. The City Council hereby appoints the City Manager as
the agent of the City of Santa Ana to conduct all negotiations,
execute and submit all documents including but not limited to
applications, agreements, amendments, payment requests which
may be necessary for the completion of the Southwest Senior
Center project.
