HomeMy WebLinkAbout87-037REL: jd(22) 5/7/87 RESOLUTION NO. 87- 37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA APPRVING VARIANCE NO. 87-1 TO WAIVE STREET FRONTAGE AND LOT SIZE STANDARDS ON PROPERTY LOCATED AT 914 WEST EDINGER AVENUE WHEREAS, this Council held a public hearing on May 4, 1987 on Variance Application No. 87-1 to waive minimum street frontage and lot size standards on property located at 914 West Edinger Avenue; NOW~ THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. Based on the evidence submitted at the abovesaid hearing, this Council finds and determines as follows: (a) Because this parcel of land is located be- tween a recent commercial project and a stable single-family neighborhood, the applicant cannot acquire additional property to meet the new Commercial Standards for street frontage nor lot size. The applicant has proposed to integrate his devel- opment with the existing retail use adjacent to the site to meet the intention of the zoning ordinance to ensure the development of larger, more viable commercial projects. The project, as proposed, does conform to current landscaping and parking requirements. (b) The granting of the applicant the enjoyment of the parcel with a commercial use. this variance will allow privilege to develop this (c) The granting of this variance will be bene- ficial both to the public welfare and surrounding properties because it will allow for the development of a neighborhood serving commercial use on a site which is currently a blighted, vacant lot. The new structure at this site should help stabi- lize the area by removing a primary gathering place for tran- sients and other nonresidents of the neighborhood. (d) commercial project this area. In addition, it shall meet the following: A. PLANNING A landscape maintenance agreement shall be provided which ensures adequate maintenance of all new and existing landscape areas at 902-914 W. Edinger Avenue· me The applicant shall develop a planned si~:n program for this center for the Planning Department's review and approval. A shared access agreement shall be recorded for the two parcels at 902 and 914 W. Edinger Avenue. Final site plans, building elevations, materials, and colors shall be subject to approval by the Planning Manager. B. BUILDING AND SAFETY Provide one-hour fire resistant wall with 30-inch parapet above the roof for the south, east and west walls. Where doors open over landing, the landing shall be 5'-0" long. Revise retail space B door where the landing meets the transformer pad. ~' Two toilet rooms are required if the number of employees exceeds four and both sexes are employed. Provide e ramp for access to this building in conformance with UBC~3306 and the handicap requirement. Ramp slope shall not exceed 1:15. 5. Provide fire retardant roof covering to comply with UBC-3203. 6. Comply with UBC-ChaPter 5~ regarding glass and glazing. 7. Use exposure C for wind loads in lateral analysis. EXHIBIT A 174 The rear door is not permitted if less than five feet from the property line. If less than 10 feet, it must be protected by an approved, 3/4 hour fire-rated assembly. Neither of the rear doors will qualify as exits. If two exits are required, they both must have direct access to a public way. De UTILITIES AGENCY 1. Pay sewer connection fees. 2. Pay O.C.S.D. No. 1 fees. 3. Pay the cost of water facilities installation. PUBLIC WORKS AGENCY 1. Prior to acceptance of the service and fire protection site plan, relocate the trash enclosure to the front of the building. Prior to the issuance of a building permit, the following requirements: a) b) complete Submit a final grading plan, showing the direction and means of flow to the adjacent streets. The plan is to include existing and proposed elevations at and adjacent to all property lines. Drainage routed to the street must be directed beneath the sidewalk and through the curb. Show all improvements on this plan. Pay the following fees: required off-site 1) Drainage assessment fee of $2,285 per acre (Area VI). 2) Transportation system improvement fee of 1~ of the estimated value of construction. 3) Plan check fees. c) Arrange for the relocation of the Bus stop with OCTD's Chuck Nackey, (714) 675-5605. Prior to the issuance of a utility release on the project, complete the following requirements: a) Remove and close the existin8 28 foot by 8 foot drive approach with curb, gutter and sidewalk. Reconstruct 3 feet of adjacent paving. b) c) Construct a street tree well and plant · street tree per City Standard #12~ as may be r~quired by Clint Jones et the City Yard, (714) $49 6820. Construct drive approach with four foot flares per City Standard 112C. FIRE 1. Fire sprinkler system(s) per N.F.P.A. Standard 13 may be required. Accessible hydrant(s) shall be provided and located within 150 feet of all portions of exterior walls on the first floor in conformance with City Standards Numbers 403-P and 423-P. Fire apparatus access required within 150 feet of all exterior walls. Provide two separate but interconnected means of ingress and egress. Access shall be at least 20 feet in clear width. A 40-foot outside and 20-foot inside turn radius shall be provided. The total width must be continuously paved to accommodate 40,000 pounds and shall not exceed the angle of departure for fire apparatus on any slope. Access roadways shall have a vertical clearance of not less than 13 feet 6 inches above the finished driveway surface. Vehicular access and hydrants shall be in service prior to commencement of construction. Provide portable fire extinguishers. Provide site plans showing distance to buildings on all four sides within 100 feet. Show construction, height, length, and type of roof of exposed buildings. Show location of existing hydrants within 150 feet. Fe POLICE All buildings are to have direct lighting to be provided by all entrance ways. Lighting in exterior areas shall be enclosed to prevent vandalism. Lighting for parking lots and walkways shall be not less than a minimum maintained one(l) footcandle measured at ground level. A computerized calculation of the overall site must be submitted to the Police De~'artment for approval. 176 Final approval for lighting is subject to field inspection approval. Photometric footcandle calculations must be submitted to the Police Department at 647-5093. One inch single cylinder deadbolts will be installed on all entrance doors. All building hardware must be listed on the City's approved products list available in the Building Department. o Herculite and electronic sliding doors prohibited. are (, Street address numbering shall adhere to standards set forth in the City Ordinance. Numbers and the background to which they are attached shall be of contrasting colors or shades~ and shall be of reflective materials for night time visibility.
