HomeMy WebLinkAbout87-058RESOLUTION NO. 87- 58 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION 86-59 TO DELETE, ADD AND CHANGE SEVERAL CLASS TITLES CONTAINED IN THE BASIC CLASSIFICATION AND COMPENSATION PLAN FOR UNREPRESENTED MANAGEMENT F~PLOYEES. WHEREAS, on July 7, 1986, the City Council passed and adopted Resolution No. 86-59, re-establishing the Basic Classification and Compensation Plan for classes of employment designated as unrepresented executive and middle-management; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification aha pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, with the adoption of the annual budget for Fiscal Year 1987-88, the City Council authorized certain organizational and staffing changes which affect several class titles in the Basic Classification and Compensation Plan for unrepresented management classes of employment contained in Resolution No. 86-59; and WHEREAS, the changing needs and priorities of City departments dictate certain changes in the Basic Classification and Compensation Plan for unrepresented management classes of employment contained in Resolution No. 86-59; and WHEREAS, it is now desired to amend said Resolution to delete, add and change several class titles affected by said organizational and staffing changes. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF TEE CITY OF SANTA ANA: 1. That Section 3A of Resolution No. 86-59 pertaining to Executive Management classes of employment, is hereby amended as follows: a. Deleting the following class titles: Assistant to the City Manager (EM) Deputy City Manager-Police Chief (EM) Executive Director of Communications and Marketing (EM)(T) Museum Director (EM) b. Designating as "Terminal" the following class titles by adding the parenthetical identifier "(T)" following each class title so that the class will be automatically deleted from the management pay plan upon being vacated by its current incumbent: Deputy City Manager-Development Services (EN)(T) Executive Director of Utilities (EM)(T) RESOLUTION NO. 87-58 P~ ~2. c. Changing the existing class title of Deputy City Manager-Operations (EM) to Deputy City Manager (EM) at no change in currently assigned salary level. 2. That Section 3B of Resolution No. 86-59 pertaining Middle-Management classes of employment, is hereby amended by: to a. Deleting the following class titles from the appropriate sections: Administrative Services Supervisor (MM) Assistant Museum Director (EM) Business and Industrial Development Manager (MM) Cable Television Manager (MM) Deputy Director of Finance (MM) Development Manager (MM) (T) Employment Development Manager (MM) Executive Assistant I (MM) (T) Executive Assistant II (MM) Public Safety Management Analyst (MM) Resources Development Associate (MM) b. changing the following existing class titles as indicated at no change in currently assigned salary levels: FROM Building Safety Manager (MM) Management Analyst II (MM) Operations and Maintenance Manager utilities (MM) Plan Check Engineering Coordinator (MM) Planning Manager (MM) Street Maintenance Superintendent (MM) Building Safety Director (MM) Budget Analyst II (MM) Water Resources Manager (MM) Senior Plan Check Engineer (MM) Planning Director (MM) Maintenance Manager (MM) c. Adding, in proper alphabetical sequence, the new exempt class of COUNCIL SERVICES MANAGER; designating said exempt class as unrepresented middle management by adding the parenthetical identifier (MM) following the class title; and assigning said new exempt class to Salary Rate Range No. M-18, with minimum to maximum hiring rates of $3372 to $4008 per month.
