HomeMy WebLinkAbout87-094477 RESOLUTION NO. 87-94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA F~TABLISHING A BASIC COMPENSATION PLAN FOR CLASSES OF ~I~PLOYMENT DESIGNATED AS UNAFFILIATED CONFIDENTIAL CLASSES WHEREAS, on August 2, 1982 the City Council passed and adopted R~solution No. 82-110 revising and re-establishing the basic Classification amd Ccmlpensation Plan for the Officers and Employees of the City of Santa Ana; and WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the City Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the City Council; and WHEREAS, the City recently negotiated a new two-year labor agreement with the Santa Ana City Employees' Association to provide certain adjustments in wages, benefits and other terms and conditions of employment covering a majority of non-management employees durir~ Fiscal Years 1987-88 and 1988-89; and WHEREAS, certain classes of employment were removed from said bargaining unit of e~ployees due to the confidential nature of their work regarding labor relations activities in the City; and ~EREAS, it is now desired to 1) specifically designate certain class titles among the classes of employment listed in Section 3 of Resolution No. 82-110, as amended, as being Unaffiliated Confidential (UC) classes in order to more clearly distinguish them from non-management classes represented by the formally recognized employee associations and 2) to adjust the salary range allocations and certain other factors of compensation for said Unaffiliated Confidential classes during the two-year period July 1, 1987 through June 30, 1989. NOW, THEREFORE, BE IT RESOLVED: That Section 3 of Resolution No. 82-110, as amended, is hereby further smended by: 1. Adding, in proper alphabetical sequence, the class titles of Htmlan Resources Office Supervisor and Payroll Assistant. 3. Providing a lump s~n salary payment in an amount equal to 4 1/2% (9 salary rate ranges) of each such employee's base semi-monthly pay rate in effect on December i, 1987, times the number of payperiods in which the employee received pay for official time worked during each pay period between July 1, 1987 and December 15, 1987. Said one-time lump sumsalarypayment shall be computed on base salary only and shall, therefore, exclude all pay additives and other payroll costs such as assignment pay, bilingual pay, shift differential pay, overtime pay, deferred retirement payments, insurance cash-back payments, and City contributions toward various employee benefit insurance progri~ts. BE IT FURrHER RESOLVED: That Resolution No. 82-110, as amended, is hereby further a~nended by addir~ thereto a new section as follows: Section 12. Employee Benefits for Confidential Employees. Each employee in a class of employment designated in Section 3 of this Resolution as Unaffiliated Confidential (UC), shall continue to receive as additional cc~upensation, any and all employee benefits which they were entitled to receive on June 30, 1987, by reason of prior action of the Council, except as modified below: A. Disability Insurance. The City shall pay one hundred percent (100%) of the pr~nium cost for coverage under the seme long-term disability insurance plan it maintains for management officers and employees of the City. B. Tuition R~imburs~nent. Confidential employees shall continue to be eligible to participate in the existing Training and Education Assistance Program provided for all regular, full-time employee of the City; except, however, affected employees shall be eligible to receive one hundred ~ercent (100%) reimbursement for tuition and registration costs up to a maxlm~ of five hundred dollars ($500.00) per semester in accordance with the provisions of that prngrem. C. Other Benefit Improvements. Confidential employees will be entitled to the same benefit improvements in bereavement leave, bilingual assigm~nt pay, holiday leave, health insurance premiu~as and overtin~ compensation options provided to represented non-management, general service employees. RESOLUTION NO. Page 3 87-94 479 BE IT FURTHER RESOLVED: That P~solution No. 82-110 as amended, is hereby further amended by adding thereto a new section as follows: Section 13. Other Confidential Employee Rights and Privileges. Each employee in a class of employment designated in Section 3 of this Resolution as Unaffiliated Confidential (UC), shall continue to enjoy the same rights and privileges to which they were entitled as of December 15, 1987.
