HomeMy WebLinkAbout88-065 RESOLUTION NO. 88-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA ADOPTING A PNDGRAM OF VOLUNTARY ~%TER CONSERVATION TO REDUCE WATER CONSUMPTION BY TEN PERC~i~T ~q~EAS, the City of Santa Ana, a municipal eorporatlon, is empowered to provide water service within its boundaries; and ~IEREAS, because of inadequate rainfall, the State Department of Water Resources declared 1987 to be a dry year, and 1988 a critically dry year, and only the existence of water in storage bas prevented the declaration of a drought year, which may nevertheless be subsequently declared if stored water falls below a critical level; and W/~REAS, precipitation for the current water year bas been substantially below normal, particularly in the watersheds of the imported water supplies serving Southern California, and many cc~munities in the State will suffer water shortages; and WHEREAS, the Governor of the State of California bas asked all Californians to conserve water on a voluntary basis; and W/~EREAS, the Metropolitan Water District of Southern California (Metropolitan), in recognition of the critical water conditions existing in the State, is considering curtailment of agricultural water deliveries in 1989; and W~EREAS, in recognition of the critical water conditions existing in the State, Metropolitan's Board of Directors approved a Resolution on the California Drought (Resolution) on May 9, 1988; and WHEREAS, the Resolution requests every water supplier in Metropolitan's service area to alert its custc~ers to the necessity and means of saving water and to carefully monitor water uses to prevent waste; and W/~_~REAS, the Resolution further requests every water supplier in Metropolitan's service area to develop and implement specific water conservation measures with a goal of reducing water use by 10 percent; and 402 RESOLUTION NO. 88-65 PAGE TWO WI~ERFAS, the City of Santa Ana is a water supplier in Metropolitan's service area; and WHEREAS, the City of Santa Ana has the power and authority to adopt water conservation measures within its boundaries; NOW, THEREFORE, BE IT RESOLVED, that the Executive Director, Public Works Agency is authorized to implement a voluntary drought conservation progra~a, with a goal of reducir~] water use by 10 percent, to reduce the risk and severity of water shortages should the drought continue in 1989; and BE IT FURTHER RESOLVED, that the City of Santa Ana will: a. Audit its landscape irrigation syst~us to maximize irrigation efficiency; adjust sprinklers and irrigation systems to avoid overspray, runoff and waste; b. Not irrigate its landscape during the hot hours of the day and/or during the morning and evening peak hours, and avoid watering on windy days; c. Shut off decorative fountains unless a water recycling system is used; d. Not hose down driveways, sidewalks and other paved surfaces, except for health or sanitary reasons; e. Whenever replacing plumbing fixtures utilize low-flow devices except for those fixtures that require high-flow fixtures for health and/or sanitary reasons; f. Check faucets, toilets, and pipes, both indoor and outdoor, for leaks and repair them imuediately. BE IT FURTHER RESOLVED, that the City of Santa Ana urge its custemers to: a. Adjust sprinklers and irrigation system, s to avoid overspray, runoff and waste; b. Avoid watering in the hot part of the day and/or during morning and evening peak hours, and avoid watering on windy c. Install new landscaping, low-water-using trees and plants and efficient irrigation syst~us; d. Shut off decorative fountains unless a water recycling system is used; e. Not hose down driveways, sidewalks or other paved surfaces, except for health or sanitary reasons; f. Install pool and spa covers to minimize water loss due to evaporation; 402 RESOLUTION NO. 88- 65 PAGE THREE g. Not allow the hose to run while washing the car, and to use a bucket or a hose with an autcmatic cutoff valve; h. l~trofit indoor plumbing fixtures with low flow devices; i. Check faucets, toilets, and pipes, both indoor and outdoor, for leaks and repair i~mediately. BE IT FURTHER RESOLVED, that if voluntary measures do not achieve the goal of a 10 percent reduction in water use, and if a drought condition is declared by the State of California, the City of Santa Ana will consider the adoption of a mandatory water conservation program.
