A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
AMenDING ~ION NOS. 82-110 AND 87-95 TO D~.,;~'~, ADD
TO THE CITY'S BASIC CLASSIFICATION AND CCMPM~SATION PLAN
fOR O~'~'IC~RS AND M~°LOYFF.~ OF THE CITY OF SANTA ANA.
WH~IEAS, Section 1004, Article X of the City Charter of the City of
Santa Ana requires the City Manager to prepare, install and maintain a
position classification and pay plan subject to civil service rules and
regulations and the approval of the City Co~mctl; and
WHEREAS, on August 2, 1982, the City Co~cil passed and adopted
Resolution No. 82-110 revising and re-establishing the Basic Classification
and Compensation Plan for Officers and Fmployees of the City of Santa Ana;
and, on Dec~,her 21, 1987, passed and adopted Resolution No. 87-95,
re-establishing the Compensation Plan for classes of employment designated as
unrepresented executive and middle management; and
WHflREAS, tb~ Executive Director of the Planning and Building Safety
DepOt has identified certain organizational chenges needed to provide
more t{m~ly, responsive and efficient services to citizans and developers; and
WHEREAS, there is a need to adjust the compensation for certain
classifications in the Planning and Building Safety Department to provide
levels cc~,~nsurate with assigned duties and responsibilities and to ensure
recruitmont and retention of qualified individuals in these classes; and
WHEREAS, certain organizational and staffing improvements in the
Library Department necessitates the establishment of an assig, m~nt pay
differential for certain Librarian I's who are assigned "lead supervisory"
responsibilities; and
WH~IEAS, it is now desired to amend said resolutions in order to
delete, add and change several class titles and adjust certain compensation
levels affected by said organizational and staffing changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
1. Thmt Section 3B of Resolution No. 87-95 pertaining to Middle
Management classes of employment is hereby amended by changing the existing
class title of Assistant Plarming Director (MM) to Assistant Planning Manager
(MM) at no change in currently assigned salary level.

2. That Section 3 of Resolution 82-110, as amended, is hereby further
amended by:
a. Deleting tb~ class title of Development Processor II.
b. Designating as 'Terminal" the following class titles by adding
the parenthetical identifier "(T)" following each title so that the class will be
automatically deleted from the basic classification and compensation plan upon
being vacated by its last remaining current incumbent:
Development Processing Aide (T)
Development Processor I (T)
Planning Technicisn (T)
c. Reactivating the class of Comm~ity Preservation Inspector I
(T) by rescinding the designation "Terminal" from the class.
d. Adding in proper alphabetical sequence the following class
titles at the salary rate ranges as next thereto set out:

e. Providing an equity adjustment to the existing class of
Assistant Planner by increasing the assigned pay level from Salary Rate Range No.
506 to No. 526, $2717 to $3302 per month.
f. Providing an internal equity adjustment to the existing title
of Senior Planning Coordinator by decreasing the assigned pay level from Salary
Rate Range No. 578 to No. 576, $3467 to ~215 per month.
g. Changing the following class titles as indicated:
Assistant Planner
Senior Planning Coordinator
Commmity Preservation Inspector I
Assistant Planner II
Senior Plarmer
Co~m~ity Preservation Inspector
3. That Section 3.1, Special Compensation Provisions of Resolution No.
82-110, is hereby further ~m~nded by chang, lng the list of special pay differential
designations by adding the following ass~ent pay designation "(u)" to said list:
"(u) Personnel in the class of Librarian I who are regularly and
continuously assigned to and actually performing duties in a "l~d
supervisory" capacity over a pr{rotary functional unit of library
employees, will be paid at a rate set ten (10) salary rate ranges
(5.0%) above their then current base monthly salary step."

4. That except as ~ended by this Resolution~ all other provisions
of Resolution Nos. 82-110 and 87-95 sh~ll remain in full force and effect.
5. That this Resolution shell be operative from and after January
1, 1989.
