A RESOI/3TION OF THE CITY COL~CIL OF THE CITY OF SANTA
ANA SUPPORTING THE ORANGE COUNTY TRANSPORTATICN
(/~4ISSION'S ANTI-GRIDLOCK PROGRAM AND REQt~STING

WHERE~, the State Legislature enacted the Anti-Gridlock Act of
1987 making it illegal for motorists to enter an intersection when no space is
available to clear the intersection prior to signal change;
WHEREAS, the Anti-Gridlock Act of 1987 further authorizes local
authorities to post signs w~rning against blocking the intersection;
WHEREAS, the Orange County Transportation C~L,~ssion desires to
encourage local agencies to install anti-gridlock signs at congested inter-
sections throughout Orange County; and
WHEREAS, the Orange County Transportation C~L,~,d ssion has allo-
cated $25,000 for the txlrpose of purchasing anti-gridlock ~igns to be posted
by local agencies at severely cc~gested intersections throughout the county in
an effort to improve traffic flow;
WHEREAS, to m~ximize effectiveness of anti-gridlock signs, scme
level of enforcement activity is necessary.
NOW, THEREFORE, BE IT RESOLVED That the City Council of the city
of Santa Ana hereby requests the Orange County Transportation C~,,,.ission
include the city of Santa Aha in this program. This request is in conformmnce
with the guidelines and criteria set forth for the 0031'1' Anti-Gridlock Act
BE IT FUR1XqER RESOLVED That the city of Santa A~a agrees to
absorb the costs for activities related to posting and enforcing the enti-
gridlock signs obtained frcm the Orange County Transportation Co~mission.
~E IT bJ3RTHER RESOLVED That the City of Santa A~a acknowledges
the need to enforce the enti-gridlock law to relieve traffic congestion and
increase traffic safety.
