RESOLUTION NO. 89-22
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA ANA DIRECTING THE
REPRESENTATIVE OF THE CITIES OF ORANGE COUNTY
ON THE BOARD OF THE SOUTH COAST AIR QUALITY
MANAGEMENT DISTRICT TO VOTE AGAINST THE ADOPTION
OF THE AIR QUALITY MANAGEMENT PLAN
WHEREAS, The South Coast Air Quality Management District
has proposed a far-reaching plan to reduce air pollution in the
South Coast Air Basin; and
WHEREAS, this plan will have significant adverse social and
economic impacts on the region as a whole; and
WHEREAS, several alternative plans which would achieve the
same clean air goals, without the significant adverse effects,
should be explored and taken into account in the current Air
Quality Management Plan (AQMP); and
WHEREAS, the plan, which will be considered by the SCAQMD
Board will be essentially the same plan proposed for adoption
in December 1988, contains unrealistic goals and implementation
measures; and
WHEREAS, additional public input on SCAQMD's plan and
alternative clean air plans needs to be obtained; and
WHEREAS, an affirmative vote on the AQMP would be premature
and not in the best interest of the public.
NOW, THEREFORE, BE IT RESOLVED by the Santa Ana City
Council that it direct the representative of the cities of
Orange County on the South Coast Air Quality Management
District Board to vote against adoption of the Air Quality
Management Plan.

FURTHER RESOLVED that a copy of this resolution be
to the Orange County Board of Supervisors and that
be urged to vote against adoption of the plan.
