HomeMy WebLinkAbout89-038RESOLUTION NO. 89-058 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA UR6IN6 THE ESTABLISHMENT OF A COUNTY-WIDE DRUG ABATEMENT PROGRAM TO INCLUDE ENFORCEMENT, TREATMENT AND PREVENTION STRATEGIES. WHEREAS, the City Council of the City of Santa Ana agrees with the Orange County Congregation-Community Organizations that our county has a drug epidemic which is threatening the lives of our families and the health of our communities. WHEREAS, the City Council of the City of Santa Aha declares that there is a critical unmet need for a new commitment to a comprehensive, coordinated policy that will unify our communities in responding to the drug epidemic. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: A. To recommend that the state legislature, the District Attorney, Municipal and Superior Court judges, local and County officials: 1. Establish a drug court within the Superior Court, as other counties have done; 2. Impose maximum allowable sentences as the norm for repeat drug offenders; 3. Completely review the procedures governing "negotiated dispositions," which allow for reduced sentencing, with the goal of increasing felony sentencing for drug dealers; 4. Develop short-and long-range strategies that ensures all available municipal and County jail space is used to get drug dealers off the streets, and to addressing as quickly as possible the critical shortage of jail space; 5. Utilize all available legal tools, including aggressive enforcement of "drug abatement" ordinances, to ensure that anyone profiting from the drug trade--directly or indirectly--goes punished. B. To further recommend that City, County and State officials: through risk to 1. To make treatment available for all who want it a coordinated, county-wide program, thus reducing the our families; and, 2. To establish detoxification programs for juveniles, to increase substantially the number of treatment beds for both juveniles and adults, to assign drug counselors to existing facilities, and to address the alarming lack of treatment services in the County. 203 RESOLUTION NO. 89-058 PAGE TWO C. To further recommend that City, County, and State and School District officials: 1. Make every effort to move as quickly as possible toward implementing public school prevention programs in the lower grades (K-5) throughout the County; 2. Work jointly toward development and implementation of a strategy that addresses the comprehensive needs of our communities; and, 5. Immediately develop a coordinated program for collecting, analyzing, and disseminating statistical data on drug-related illness, mortality, criminal activity, and treatment. BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: That this Council hereby states its willingness to participate with other elected and appointed officials and the people of our community in a new county-wide effort to develop and implement enforcement, treatment and prevention strategies that will halt and reverse the epidemic.
