A RESOLUTION OF THE CITY COJNCIL OF THE CITY OF SANTA ANA
ESTABLISHING UNDERGROUND UTILITY DISTRICT NO. 27

WHEREAS, by Minute Order dated June 19, 1989, a public hearing was
called for August 7, 1989, at the hour of 7:30 p.m., at the Council Cham-
bers of the City Hall, 22 Civic Center Plaza, Santa Ana, California, to
ascertain whether the public necessity, health, safety, or welfare required
the r~oval of poles, overhead wires and associated overhead structures,
and the underground installation of wires and facilities for supplying
electrical con~unication or similar or associated service, for the forma-
tion of the Underground Utility District No. 27 within that certain area of
the City described as follows:
The area bounded easterly and westerly by lines 100 feet frc~ the
centerline of Harbor Boulevard, northerly by a line 100 feet south
of centerline of Hazard Avenue, and southerly by the nutual boundary
of the Cities of Santa Ana and Fountain Valley.
WHEREAS, notice of such hearing has been given to all affected prop-
erty owners as such are shown on the last equalized assessment roll and to
all utilities concerned in the manner and within the tin~ required by law;

WHEREAS, such hearing has been duly and regularly held, and all per-
sons interested have been given an opportunity to be heard;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Santa Ana:
1. That pursuant to Santa Ana Municipal Code Sections 37-1 to
37-13, the above-described area is hereby declared an Underground Utility
District and is designated as Underground Utility District No. 27 of the
City of Santa Aua. Attached hereto, marked Exhibit "A", and hereby incor-
porated as a part of this Resolution, is a map delineating the boundaries
of said District.
2. That the City Council does hereby fix June 1991 as the date on
which affected property owners must be ready to receive underground ser-
vice, and does hereby order the r~val of all poles, overhead wires and
associated overhead structures, and the underground installation of wires
and facilities for supplying electric, c~L,~zication, or similar or associ-
ated service within Underground Utility District No. 27 on or before
June 1, 1992.
3. This resolutic~ does not apply to overhead wires and associated
overhead structures crossing Harbor Boulevard at First and Fifth Streets,
pursuant to Santa Ana Municipal Code Section 37-7.
4. That the Clerk of the Council is hereby instructed to notify all
affected utilities and all affected property owners within Underground
Utility District 27 of the adoption of this Resolution within ten (10) days

after the date of such adoption. Such notification shall be made by mail-
ing a copy of this Resolution, together with a copy of said Santa Ana
Municipal Code Sections 37-1 to 37-13 to all affected property owners as
such are shown ~ the last equalized assessment roll and to the affected
utilities.
5. That the City Council of the City of Santa Ana hereby finds and
determines as follows, upon the basis of the evidence presented at said
hearing; that the public necessity, health, safety, and welfare require the
removal of poles, overhead wires, and associated overhead structures within
said area of the City, and the underground installation of wires and facil-
ities for supplying electric, cc~ramication, and similar or associated ser-
vices, so as to eliminate hazards caused by fallen lines and poles and to
improve visibility of pedestrian traffic to vehicle drivers.
