RESOLUTION NO. 89-80
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA APPROVING VARI-
ANCE NO. 89-11TO ALLOW A REDUCTION IN
LANDSCAPING STANDARDS AT 2112 EAST
FOURTH STREET.
WHEREAS, this Council held a public hearing on March 7,
1988 on Variance Application No. 89-11. to permit a reduction in
parking lot landscaping standards, to the extent necessary to
allow construction of a day care center without installation of
additional parking lot landscaping, on property located at 2112
East Fourth Street in the C1 use district, which application
came before this Council as appeal number 89-5 following its denial
by the Planning Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Based on the evidence submitted at the abovesaid hear-
ing, this Council finds and determines as follows:
a. Because of special circumstance applicable to the
subject property, the strict application of the zoning ordinances
would deprive the property of privileges not at variance with the
intent and purpose of the zoning ordinances.
b. The granting of this variance is necessary for the
presentation and enjoyment of one or more substantial property
rights.
c. The granting of this variance will not be materi-
ally detrimental to the public welfare or injurious to surround-
ing property.
d. The granting of this variance will not adversely
affect the General Business District land use designation for the
area established by the General Plan of the City.

2. Variance 89~1 is hereby approved subject to the con-
ditions, limitations and requirements set forth in Exhibit A,
attached hereto and incorporated herein by reference.

PUBLIC WORKS AGENCY
Prior to approval of site plan, complete the
following:
Depict two-way traffic on both driveways on
Fpurth Street and the private east/west alley.
b. Depict proper signage ~nd pavement marker for
the proposed one-way aisles.

Depict trash enclosure to be gated and recessed
so that the gates do not swing out into the
vehicle aisle or loading zone·
Prior to release of utilities, complete the
following:
a. Improve Fourth Street:
Remove existing curb and construct new
curb and gutter between ~ire hydrant and
bus stop sign· (Approximately 40 feet
long as directed by the Public Works
Agency Inspector).

Plant one minimum 24-inch box tree per
City Standard !124 at location in
accordance with approved impr?vement plans·
IV. Fill in exts'tin~-tree well'as bus stop

POLICE
Closed circuit television cameras shall be installed
for playgrounds and monitored in the main office.
