RESOLUTION NO. 89-]2]
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA ANA DENYING CONDI-
TIONAL USE PERMIT APPLICATION NO. 89-6
TO ALLOW THE SALE OF ALCOHOLIC BEVERAGES
IN A MARKET AT 610 EAST FIRST STREET.
WHEREAS, the City Council held a public hearing on
November 20, 1989 on Conditional Use Permit No. 89-6 to allow
the sale of alcoholic beverages in a market on property located
at 610 East First Street, which application was brought before
this Council on the Council's own decision following its denial
by the Planning Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SANTA ANA AS FOLLOWS:
1. Based upon the evidence submitted at the abovesaid
hearing this Council finds and determines as follows:
(a)
With two other similar uses within 1,000 feet, the
addition of another outlet for beer and wine is not
seen as contributing to the general well being of the
community. This establishment is also within the
crime reporting grid number 186, where there are 11
separate ABC licenses. In addition to the con-
centration of liquor licenses, the grid reports an
incidence of crime which ranks it first of 102 report-
ing districts. The introduckion of an additional
liquor establishment could have a negative effect on
the general welfare of persons residing or working in
this area by increasing problems associated with such
uses.
(b)
The proposed use could affect the economic develop-
ment of property in this area by contributing to
social problems in the area. In addition, the above
average crime conditions in the area may be further
aggravated by the addition of another beer and wine
license.

Conditional Use Permit Application No. 89-6 is hereby
ADOPTED this 4th day of December , 1989.
