HomeMy WebLinkAbout90-063RESOLUTION NO. 90-063 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA AMENDING RESOLUTION NOS. 82-110 AND 89-087 TO ADD AND DELETE CERTAIN CLASS TITLES AND EFFECT OTHER CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION PLANS FOR OFFICERS AND EMPLOYEES OF THE CITY OF SANTA ANA. WHEREAS, Section 1004, Article X of the City Charter of the City of Santa Ana requires the city Manager to prepare, install and maintain a position classification and pay plan subject to civil service rules and regulations and the approval of the city Council; and WHEREAS, on August 2, 1982, the city Council passed and adopted Resolution No. 82-110 revising and re-establishing the Basic Classification and Compensation Plan for officers and employees of the city of Santa Ana; and on September 5, 1989 passed and adopted Resolution No. 89-087 re-establishing the Compensation Plan for classes of employment designated as unrepresented Executive and Middle Management; and WHEREAS, the City Council has from time to time amended said Resolutions; and WHEREAS, with the adoption of the annual budget for Fiscal Year 1990-91, the city Council authorized certain organizational and staffing changes which affect several class titles in the City's Basic Classification and Compensation Plan for classes of employment contained in Resolution Nos. 82-110 and 89-087; and WHEREAS, it is now desired to amend said Resolutions to delete, add and change several class titles, and effect certain other changes to said classification and compensation plans. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: 1. That Section 3B of Resolution No. 89-087, as amended, is hereby further amended by: a. deleting the following class titles: Assistant Planning Manager (MM) Construction Services Manager (MM) Grants Coordinator (MM) b. adding in proper alphabetical sequence, the new class title of Transportation Manager (MM) at Salary Rate Range No. M-25, $4905 (minimum) to $5831 (maximum hiring rate) per month. c. changing Operations Engineer (MM) salary rate range. the existing class title of Traffic to Traffic Engineer (MM) at no change in d. changing the existing class title of Fleet Services Manager (MM) to Corporate Yard Facilities/Fleet Services Manager (MM) and providing an internal equity adjustment by increasing the pay level assigned to this class from Salary Rate Range No. M-22 to M-26, $5028 (minimum) to $5977 (maximum hiring rate) per month. 177 RESOLUTION NO, 90-063 7~PAGE TWO e. Decreasing the pay level assigned to the classification of Executive Assistant to the City Manager (MM) from M-22 to M-18, $4126 (minimum) to $4905 (maximum hiring rate) per month. f. Providing an internal equity adjustment to the classification of Water Resources Manager (MM) by increasing the assigned pay level from Salary Rate Range No. M-25 to M-28, $5283 (minimum) to $6279 (maximum hiring rate) per month. 2. That Section 3 of Resolution No. 82-110, as amended, is hereby further amended by: a. Designating as "Terminal" the class title of Senior Police Records Supervisor by adding the parenthetical identifier "(T)" following this title so that the class will be automatically deleted from the basic classification and compensation plan upon being vacated by its last remaining current incumbent. following set out: b. Designating the new classes of Management Aide (Exempt), Personnel Services Coordinator, Personnel Technician and Training Coordinator as "Unaffiliated Confidential" by assigning the parenthetical identifier "(UC)" next to the class title to signify said designation. d. Changing the existing class title of Affirmative Action Coordinator (UC) to Outreach Program Coordinator (UC) and providing a special internal equity adjustment by increasing the pay level assigned to this class from Salary Rate Range No. 553 to No. 572, $3398 to $4132 per month. e. Changing the existing class Assistant (UC) to Senior Personnel Technician salary rate range. title of Personnel (UC) at no change in RESOLUTION NO. 90-063 PAGE THREE 3. That Section 3.1, ("Special Compensation Provisions") of Resolution No. 82-110, as amended, is hereby further amended by changing the list of special pay differential designations in the following manner: a. Adding the following assignment pay differential designation: ,,(y) Personnel in the class of Forensic Specialist I, who are regularly and continuously assigned to and actually performing duties in a "lead supervisory" capacity over a primary functional unit of Forensic Specialist I employees, will be paid at a rate set ten (10) salary rate ranges (5.0%) above their then current base monthly salary step." 4. That except as amended by this Resolution, all other provisions of Resolution Nos. 82-110 and 89-087 shall remain in full force and effect. 5.
