HomeMy WebLinkAbout90-077279 REL:mb(22) 7/2/90 Rev. 7/03/90 Rev. 7/18/90 Rev. 8/7/90 RESOLUTION NO. 90-077 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA REQUESTING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO CONSOLIDATE A GENERAL MUNICIPAL ELEC- TION OF THE CITY OF SANTA ANA WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON NOVEMBER 6, 1990. WHEREAS, a general election of the City of Santa Ana will be held on November 6, 1990, for the purpose of electing the mayor and council members from wards 2, 4 and 6, and for the purpose of submitting to the qualified electors of the City certain proposed amendments to the City Charter; and WHEREAS, there will be a statewide general election held on November 6, 1990; and WHEREAS, it is desirable that said general election of the City of Santa Ana be consolidated with the statewide general election to be held on the same date and that within the City of Santa Ana the precincts, polling places and election officers be the same, and that the Board of Supervisors of the County of Orange canvass the returns of the special municipal, in all respects as if there were only one election; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA: SECTION 1: That pursuant to the requirements of Section 23302 of the Elections Code of the State of California, the Board of Supervisors of the County of Orange is hereby requested to consent to and order the consolidation with the general election of November 6, 1990, of a general election of the City of Santa Ana to be held upon the same date for the purpose of electing the mayor and council members from wards 2, 4 and 6, and for the purpose of submitting to the qualified electors of the City certain proposals to amend the City Charter, which proposals shall appear on the ballot as follows: Shall Section 411 of the Charter be amended to clarify that any member of the City Council may place items on the City Council agenda? YES NO I 80 RESOLUTION NO. 90-077 PAGE TWO Shall Section 421 of the Charter be amended to increase the limit on City contracts which may be approved by the City Manager from $10,000 to $15,000, with the contract limit to be increased annually by a cost of living adjustment? YES NO Shall Section 424 be added to the Charter to require the City Council to appoint a Charter review committee after each federal census? YES NO Shall Section 614 of the Charter be amended to allow for a period longer than 90 days for the filing of claims against the City when a longer period is provided by State law? YES NO Shall Sections 501 and 700 of the Charter be amended to require City Council approval for the appointments of City officers and department heads by the City Manager? YES NO Shall Section 702 of the Charter be amended to remove a requirement that the Clerk of the Council attach certifi- cates to ordinances and resolutions? YES NO Shall Section 705 be added to the Charter to require the City Council to review annually the performance of the City Manager, the City Attorney, and the Clerk of the Council? YES NO Shall Section 1107 of the Charter be amended to change the limit on permissible gifts to City officers and employees from $25.00 to an amount set by State law? YES NO RESOLUTION NO. 90-077 PAGE THREE Shall Section 1501 of the Charter be amended to conform the punishment for violations of the Charter to the punishment established for misdemeanors under State law? YES NO Shall Section 701 of the Charter be amended to require the same number of votes to remove the Clerk of the Council as required for removal of the City Manager and City Attorney? YES NO SECTION 2: Said Board of Supervisors is hereby authorized to canvass the returns of said general municipal election pursuant to Section 23306 of the Elections Code of the State of California. SECTION 3: The City of Santa Ana recognizes that additional costs will be incurred by the County by reason of this consoli- dation and agrees to reimburse the County for any such costs. SECTION 4: The Clerk of the Council is hereby directed to file a certified copy of this resolution with the Board of Supervisors of the County of Orange and a certified copy of this resolution with the Registrar of Voters of the County of Orange.
