On motion of Councilman Hubbard, seconded by Brewer and carried, the cc~muuication
from the Planning C~ission was received and filed recommending approval of pro-
posed annexation to the City of territory designated "Santiago and Virginia East
Annex," consisting of approximately 26 acres, bounded by Santiago Creek on the
north, the A.T.&S.F. Railroad and Lincoln Street on the east, a line approximately
120 feet north of and parallel to Virginia Avenue extended westerly on the south,

The Council having unanimously waived the reading of the Ordinance, on motion of
Councilman Hubbard, seconded by Brewer and carried, the following Ordinance enti-
tied:
"Ordinance No. NS-526 declaring the annexation of that Certain
territory designated 'Santiago and Virginia East Annex'"
was considered and passed by the following vote:

An Ordinance was presented establishing height limitation on buildings outside of
the central area of Santa Ana for interim period, as an emergency Ordinance and
declaring the necessity therefor. John Faught, 2002 No. Broadway; Attorney F. C.
Drumm, 2003 No. Broadway; Attorney Ernest V. Barrett, 19405 St. MarY's Drive; and
Mrs. Beatrice Sherrard, 1920 No. Broadway, separately entered protests against the
adoption of this Ordinance, as an emergency Ordinance, stating it was discrimina-
tire and would penalize property owners, who desire to construct taller buildings.
Further, there presently exist multi-story buildings in the North Broadway area,
where three and four-story buildings are now under construction, and it was urged
that the matter be continued so the public may have knowledge of the proposed 0rdi-
nance. The Manager stated the intent of the Ordinance is to provide an emergency
measure to prevent further damage from~ high-rise buildings being constructed adJa-
cent to residential buildings, until a final decision can be made as to the equi-
ties of the matter. On motion of Councilw~n Hubbard, seconded by Brewer and car-
ried, the following Ordinance entitled:
"Ordinance establishing height limitation on buildings outside
of the central area of Santa Aha for interim period, as an
emergency Ordinance and declaring the necessity therefor"
was introduced, considered and placed on file for second reading.

received and filed recommending adoption of an

in the M-1 District, when said property is adjacent to single-family homes, th~
R-B District and the "P" District, in all parts of the City, except in the area
bounded by Seventeenth Street on the north, the A.T.& S.F. Railroad tracks on the
east, First Street on the south, and Flower Street on the west.
On motion of Councilman Hubbard, seconded by Brewer and carried, the City Council
