Invocation was given by Reverend George Burch, Santa Aha C~ity Church. ~ Each member of the City Council having received copies of the Minutes of September 5, 1961, reading of the Minutes was dispensed with and approved as mailed on motion of Councilman Heinly, seconded by Brewer and carried. It was moved by Councilman Heinly, seconded by Brewer and carried, that the motion be rescinded. On motion of Councilman Heinly, seconded by Brewer and carried, the lowest ar~ best bid of Essick Machinery Company was accepted for Item (1), in the total amount of $4,248.30, all other bids rejected, two checks ordered returned, and action postponed on Item (2) until the next meeting. A tabulation of bids was presente~ for the furnishing and delivering of approximately 5,400 tons of 60/70 asphaltic concrete (machine spread), and approximately 1,100 tons of 120/150 asphaltic concrete (truck spread), the estimated requirements for the fiscal year 1961-62, Specification No. 488-11, as follows: (Machine Spread) Item 1 Sully-Miller Contracting Company $4.44 per ton John J. This being the date set for hearing on the annexation of property consisting of 206.6 acres, extending south from the center line of Edinger Avenue, beginning at a point approximately 1534 feet west of Bristol Street, designated "Warner and Salts N. & S. Annex"; the Vice-Mayor asked the Clerk if any written pretests had been re- ceived, and she replied there were none. The hearing was closed. On motion of Councilman Heinly, seconded by Brewer and carried, the following Ordinance entitled: "Ordinance declaring the annexation of territory designated 'Warner and Salts ~. & S. Annex'" was introduced, considered and placed on file for second reading. This being the date set for hearing on Amendment Application No. 360, filed by A. Gottlieb, amending Sectional District Map 13-5-10, to reclassify from the R-1 to the R-3 District, property on the north side of Brook Street, approx!w~tely 190 feet east of Bristol Street, all as shown on Exhibit A. A. 360~,' no protests were received and the hearing was closed. On motion of Councilman Heinly, seconded by Brewer and carried, the request of Title Insurance and Trust Company was granted for exception to the off-street parking requirements. On motiou of Counci!mau Heinly, seconded by Brewer and carried, Preliminary Record of Survey Map No. 215, filed by Shareholders Properties, Inc., creating four parcel~ located 730 feet north of Warner Avenue and on the west side of Grand Avenue, was approved, subject to conditions. On motion of Counc~Im~n Heinly, seconded by Brewer and carried, proper officials were authorized to execute the following agreements: With Orange County Peace Officers Association, Inc., dated September 1, 1961, for use of target range at its training center located on Struck Avenue Just east of the Santa Ana River, for a period of one year, at an annual rental fee of $1,320.00; With Fairfax Sign Company, and Mr. and Mrs. R. G. Communication was presented from Immaculate Heart of Mary Church, ll02 South Center Street, requesting permission to stage a parade of children on Saturday, September 3nth, at ll:O0 A.M., with the parade to start at Bristol Street and McFadden Avenue, after assembling on the A&PMarket lot, thence west on McFadden Avenue to Center Street, and disbanding at the Church Bazaar site on the school grounds; also request- ing the assistance of two motorcycle officers. On motion of CounciLman Heinly, seconded by Brewer and carried, the conmaunication was received, filed, and the matter Request Immaculate Heart of Mary Church (Stage Amusement Center Annual Bazaar referred to the Police Department for appropriate action. Communication was presented from Immaculate Heart c~- Mary Church, 1102 South Center Street, requesting permission to stage a very limited Amusement Center type of oper- ation, in connection with the annual Church Bazaar, on September 29, ~0 and October l, on the-Parish school grounds at Center Street and McFadden Avenue, and to con- tract with Crafts 20 Big Shows, Lnc. for five rides for the bazaar. On motion of Councilman Heinly, seconded by Brewer and carried, the ccamm~uication was received, Arrow Laundry and Cleaners (Vibration Nuisance) filed, and the matter referred to the Police Department for appropriate action. The matter for consideration of whether a criminal complaint should be filed against the Arrow Laundry and Cleaners, 620 Bast Sixth Street, for carrying on a vibration nuisance was again presented. Thomas B. Lenhart, 13881 Dall Lane, owner of the Laundry, stated he was not fully aware of the extent of complaints against his oper- ation, and reported the finest machinery had been installed in the Laundry, set in fifty to sixty tons of concrete. While the vibration has not been completely dimin~ ished, Mr. Lenhart stated the New York factory responsible for the installation is currently attempting to correct the problem. Also, the Laundry is operated daily from 7:00 A.M. to 4:BO P.M. only, and on Saturdays from approximately 8:00 A.M. to ll:O0 or 12:00 Noon~ and requested thirty days to either correct the situation or to remove the machines. George W. Whiddon, 602 E. 6th Street; Cecil Robinson, 613 E. 6th Street; E. H. Croix, 621 E. 5th Street; and Harold Hill, 601 E. 6th Street, individually stated there was a heavy vibration from the Laundry at various hours~ and requested action to stop the vibration nuisance as it is injurious to the health and welfare of the residents in the area. On motion of Councl]m,n Heinly, seconded by Brewer and carried~ the request of the Department of Public Works was granted, the plans and specifications approved, and the Purchasing Agent authorized to advertise for bids, for the reconstruction of Fifth Street~ between Harbor Boulevard and Verano Street, Project C-66; and for thei construction of Pacific Avenue, between First Street and a point approx~n~tely 180 ii feet south of First Street, Project C-79; bids to be opened October 16, 1961. On motion of Councilman Heinly, seconded by Brewer and carried~ the request of the i Department of Public Works was granted, the plans and specifications approved, and il the P~rchasing Agent authorized to advertise for bids~ for the installation of traf~ fic signals at the intersections of Eighth Street and Broadway; Grand and McFadden Avenues; First Street and Fairview Avenue; and Seventeenth Street and Newhope Avenu$; bids to be opened October 16, 1961. On motion of Councilman Heinly, seconded by Brewer and carried, the Purchasing Agent was authorized to advertise for bids to furnish and deliver one 3-1/2 ton truck chassis with cab, Specification No. 621-31; bids to be opened October 2, 1961 after which proposals will be requested for a water tank with accessories to cc~a- plete the unit. On motion of Councilman Heinly, seconded by Brewer and carried, the written recc~- mendation of the Manager, dated September 14, 1961, was approved for salary step increases for one employee, effective September l, 1961, and for sixteen employees, effective October l, 1961.
