RESOLUTION NO. 91- 032
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA OPPOSING THE USE OF TRANSPOR-
TATION PLANNING AND DEVELOPMENT (TP&D) TRUST
ACCOUNT FUNDS TO PROVIDE DEBT SERVICE TO THE
STATE RAIL BONDS PASSED AS PROPOSITION 108 AND
PROPOSITION 116.
WHEREAS, increasing rail passenger service is a vital
component in reducing congestion, reducing reliance on foreign oil
and providing an environmentally beneficial alternative to the
private automobile; and
WHEREAS, increases in the frequency of intercity
passenger service, rail freight and commuter rail passenger
services will more than double the current number of trains
operating in the Los Angeles to San Diego Corridor; and
WHEREAS, vehicle acquisition, track capacity and station
improvements are required as integral components in the development
of high frequency, reliable passenger rail service in a manner
compatible with overall regional mobility needs regarding the
movement of persons and goods; and
WHEREAS, the voters of the State of California have
approved Propositions 108 and 116 to fund such rail related
improvements, with explicit understanding the bonds would be used
to supplement existing transit programs, and enhance the ability of
State and local transportation agencies to implement increased
passenger rail services; and
WHEREAS, consideration is being given to provide debt
service for the rail bonds from the Transportation Planning and
Development (TP&D) Account, in lieu of drawing funds from the
general fund as was specified in the bond's language approved by
the voters; and
WHEREAS, the two components of the TP&D Account are the
Transit Capital Improvement (TCI) and State Transit Assistance
(STA) programs which provide capital and operating support for the
intercity rail and local transit projects statewide; and
WHEREAS, the federal government has consistently
recommended a reduction in federal capital and operating support to
local transit, increasing the importance of the State Transit
Capital Improvement and State Transit Assistance programs; and

WHEREAS, the loss of funding available from the TP&D
Account to subsidize the local transit feeder and distribution
systems essential to the success of commuter rail operations, and
the concurrent loss of funding for capital improvements would
constitute a double financial impact on the local and regional
agencies ability to provide convenient, reliable and cost-effective
passenger services in the region.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SANTA ANA that the City of Santa Ana opposes the use of
TP&D Account funds to provide debt service for the State rail bonds
adopted by the voters of the State, and urges the California
Transportation Commission, California Department of Transportation
and the State Administration to develop a debt servicing
methodology that is in accordance with the voters intent in passage
of the bond measures to expand and improve alternative
transportation opportunities.
