A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AMENDING RESOLUTION
NO. 91-020, TO MAKE CERTAIN MODIFICA-
TIONS IN THE REGULATIONS PERTAINING TO
THE WILLARD PERMIT PARKING DISTRICT

WHEREAS, the City Council of the City of Santa Ana, by its
Resolution No. 91-020, dated February 19, 1991, established the
Willard Permit Parking District and the regulations pertaining
thereto; and
WHEREAS, the Council does now desire to make certain changes
in those regulations;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA that sections 5, 6, and 7 of Resolution No. 91-020 are
hereby amended, and section 8 is hereby added to said resolution,
to read as follows:
5. Persons entitled to a permit to park in locations subject
to permit parking restrictions pursuant to this resolution include
and are limited to the following:
(a) Any person who is licensed to drive a motor vehicle and
who resides in a single-family dwelling located within the Willard
Permit Parking District, provided that not more than two permits
may be issued at any one time to the residents of any one dwelling
unit.
(b) Any person who is licensed to drive a motor vehicle and
who resides in a duplex, triplex, or fourplex, located within the
Willard Permit Parking District, provided that not more than one
permit may be issued at any one time to the residents of any one
d~elling unit.
(c) Any person who is licensed to drive a motor vehicle and
who resides in a low income rental housing project located within
the Willard Permit Parking District which has received federal
financial assistance or subsidy through the FHA Mortgage Assistance
Program or the "Section 8" new construction program, provided such
project continues to provide housing which is affordable to persons
of low income, and provided further that not more than one permit
may be issued at any one time to the residents of any one dwelling
unit.
(d) Any person who is licensed to drive a motor vehicle and
who works at the business located at 1126 North Flowe~ Street.

6. NO guest parking permits shall be issued in the Willard
Permit Parking District for exemption from the parking restrictions
imposed by this resolution, except for blocks which are limited to
permit parking at all times pursuant to sections 7(c) or 8(c)
below.
7. In that area of the city which is included in both the
Washington Square Permit Parking District and the Willard Permit
Parking District:
(a) ExceDt as otherwise provided hereinbelow, the
parking restrictions and permit system established by Resolution
No. 87-57 of this Council for the Washington Square Permit Parking
District shall remain in full force and effect in addition to the
parking restrictions and permit system established by this
resolution for the Willard Permit Parking District;
(b) The Executive Director of Public Works may, where
appropriate, design and issue a single permit for persons eligible
for permits in both districts;
(c) On any block for which a petition requesting permit
parking has been or is hereafter filed in accordance with the
regulations applicable to the Washington Square Permit Parking
District, the Executive Director of Public Works may post signs
limiting parking to permit parking at a.ll times. In such event no
person shall park any vehicle at any time on any portion of any
street as to which such signs have been posted, except the holder
of a permit allowing such parking.
8. In the event that the Northwest Permit Parking District
is established and includes territory that is also included in the
Willard Permit Parking District, then in that area of the city
which is included in both the Northwest Permit Parking District and
the Willard Permit Parking District:
(a) Except as otherwise provided hereinbelow, the
parking restrictions and permit system established the resolution
establishing the Northwest Permit Parking District shall remain in
full force and effect in addition to the parking restrictions and
permit system established by this resolution for the Willard Permit
Parking District;
(b) The Executive Director of Public Works may, where
appropriate, design and issue a single permit for persons eligible
for permits in both districts;
(c) On any block for which a petition requesting permit
