This being the date set for the continued hearing on the adoption of an Ordinance
establishing drainage fees, on motion of Councilman Habbar% seconded by Brewer and
carried, the hearing was continued unhLl the meeting of February 19, 1962.
Appeal Application No. 53 of Harold E. and Irene Wilson was presented on Variance
Application NO. 1583, to build a one story 12-unit apartment house in the R-1 Dis-
trict, wherein the Appellant appeals the denial of the Zoning Administrator. Atto~
Walter Steiner, BO1 First Western Bank Building, representing the Appellant, state~
the property in question is 300 feet in depth and 100 feet in width, with frontage
on Shelton Street and no other access, and almost completely unusable for a resi-
dence dwelling. He further stated previous Variance Applications for a 24-unit and
a 16-unit apartment building was denied, and the 12-unit, single story, garden type
structure now proposed would be an ideal buffer between the residential zone and
the manufacturing zone. Dwight W. Mize, stated a well is proposed along the rear
property line bordering the R-1 District, and the reduction frcE the original plan
to 12 units gives adequate parking and an extra large play area. William Jiminez,

traffic and create a condition similiar to other apartment areas~ in the vicinity,

On motion of Coun~lman Hubbard, seconded by Schlueter and carried, proper officials

Avenue, which extends over and upon the established setback line.

calling, providing for and giving notice of a Special Municipal
Election to be held in said City on Tuesday, March lB, 1962, for

On motion of Councilman Heln~y, seconded by Brewer and carried, the application of
Orange County Association for Mental Health was approved to solicit funds April 29
through May S1, 1962~ with concentrated door to door Bell Ringer March, May 2, for
improved methods and services in research, prevention, diagnosis, treatment and
care of the mentally ill.
On motion of Councilman Heinly, seconded by Brewer and carried, the application of
the City of Hope wRs approved to solicit funds June 3, 1962, to maintain and expan~
medical and research facilities at the Medical Center, Duarte, in the fields of
cancer, leukemia, operable heart diseases and tuberculosis.

of Pure Gospel Bible School and Temple, Inc., to solicit funds frc~a door to door

Donald Hart, 2~21 Spurgeon Street, stated at the meeting held January 18, 1960, he
protested the tree cutting business being operated at 2313 Spurgeon Street~ in an
R-1 Zone, and was to receive a written report on this problem, which has not been
received. The Mayor instructed the Planning Department to conm~nicate with Mr.
Hart in regard to this matter.
On motion of Councilman Heinly, seconded by Hubbard and carried, the request of Mrs
Mary La Muth, 1514 West 12th Street, was denied for stop sign control at the inter-

On motion of Councilman Heinly~ seconded by Hubbard and carried, the request of
Diamond School P.T.A. was denied for a four-way stop at the intersection of Edinge!
Avenue and Greenville Street.
On motion of Councilman Heinly, seconded by Hubbard and carried, the request of
Neiman Jewelers, 202 East hth Street, was denied for the No Parking Zone in front
of 202 East hth Street to be redesignated a Freight Loading Zone.
A petition was presented fram Mrs. R. W. Griffin, 1805½ North Spurgeon Street, sig~
ed by approximately 72 persons, for a crossing guard at the underpass near Hoover
School, 20th and Spurgeon Streets~ fram 2:50 P.M. to 3:30 P.M. for the safety of
the school children. On motion of Counc~ilman Heinly, seconded by Hubbard and car-
ried, the petition was received, filed, and the Manager instructed to cause an in-
vestigation to be made by the Police Department for more rigid control by regular
Police Officers at the underpass at 2Oth and Spurgeon Streets.
On motion of Councilman Hubbard~ seconded by Schlueter and carried, Mayor Eall and
Co~ci~ H~lyaad B~e~r were granted permission to leave the City to attend the
League of California Cities Conference on Metropolitan Affairs at Sacramento, to be
held January 31 through February 2~ 1962, with expenses to be paid by the City.
On motion of Councilman Hubbard, seconded by Brewer and carried, the oral request
of Attorney John K. Colwell was granteS, to leave the City January 26 through Janu-
ary 29, 1962, to attend the four-day course at the University of Califoraiaat San
Francisco, without expense to the City.
The Council having unanimously waived the reading of the Resolution, on motion of
Councilman Hubbard, seconded by Schlueter and carried, the following Resolution
