On reccmmendation of the Manager, and on motion of Councilman Heinly, seconded by
Brewer and carried, the lowest and best bid of J. Ogden Markel was accepted in the

This being the date set for hearing on Amendment Application No. 378, filed by
Clark J. Bonner, amending Sectional District Map 8-5-9, to reclassify from the R-1

This being the date set for hearing on the proposed smendment to the Drainage Phase~

of the Public Services Element of the General Plan of Community Development of
Santa Ana, as adopted by Resolution No. 61-188 on August 7, 1961; no protests were
received and the hearing closed. The Council having unanimously waived the reading
of the Resolution, on motion of Councilman Hubbard, seconded by Schlueter and car-
ried, the following Resolution entitled:
"Resolution No. 62-49 amending the 'Drainage - A Phase of the Public
Service Element of the General Plan of Community Development'"
by adopting that certain map entitled "Southeast Drainage Area, Exhibit A," dated
January, 1962, which shows original drainage facility alignments and alternate
alignments in Local Drainage Area No. III, was considered and passed by the follow-
ing vote:

Appeal Application No. 55 of Gene T. and Alice Morales, to build a vertical wall

ministrator. Mike Lucio, representing the Applicant, stated the neighboring resi-
dents do not object to the construction of the wall. The Council having unanimous-

Councilman Heinly, seconded by Hubbard and carried, the communication from the Plan-
ning Commission was received and filed.

cel located on the west side of South Main Street approximately 475 feet south of

berg, was approved, subject to conditions.

On motion of. Councilman Hubbard, seconded by Brewer and carried, Map of Tract 4404,
filed by Harry Tancredi~ for the dedication of Wright Street, Eighteenth Street,
Nineteenth Street, Twentieth Street and Twenty-first Street for public use for high-
way purposes, and also dedicate the easements for drainage purposes as shown, was
approved subject to the Subdivider submitting necessary agreement and bonds in the
amounts required, subject to the approval of the Attorney as to form; License fee
in the sum of $1,750.00 accepted, and agreement covering improvements ordered
signed.
This being the continued action on Preliminary Record of Survey 2~9, filed by
Doxander P. Leonard, creating and combining two lots located about llO0 feet east
of Bristol Street and on the north side of Memory Lane, communication was presented
from the Planning Department recomending approval of Preliminary Record of Survey
249, subject to conditions. Attorney Robert S. Barnes, lO16 North Broadway, stated
the map on file is a variation of the original map reference the location of certain
streets. Regarding Condition "eY, That the subdivider submit street improvement
plans for Memory Lane and Westwood Street~" the Attorney requested the condition to
read "the plans for Westwood Street to be plans for property adjacent to subject
property which is presently owned by the applicant, and the width of the street
not to exceed 50 feet," and requested the elimination of the improvement of West-
wood Street as set forth in Condition "i". Attorney Barnes further requested the
consideration, at this time, of adoption of the Ordinance declaring annexation of
"Memory Lane and Westwood, North Annex," and the Ordinance on Amendment Application
No. 375, filed by D. P. Leonard. On motion of Councilman Heinly, seconded by
Hubbard and carried, Preliminary Record of Survey 249, filed by Doxander P. Leonard,
was approved, subject to the conditions as imposed by the Planning Department, with
Condition "e" modified to read "That the subdivider submit street improvement plans
for Memory Lane and proposed Westwood Street," Condition "i" modified to read
"That Memory Lane be improved," and the applicant or association of applicants$ con-
tribute to the City the sum of $2,250.00 (which is one-third of the estimated cost
of $7,650.00 for the improvement of Westwood Street from the northerly line of the
applicant's property to Memory Lane) as his share of the improvements of Westwood
Street, said money to be paid upon demand by the City, or prior to utility release
by the Building Department.

Communication was presented fr~n the Planning Department recc~mnending approval of ~
Revised Tentative Tract 4528, filed by the Tustin Land Company, creating 37 lots
located on the south side of Santa Clara Avenue between Lincoln and Grand Avenues,
subject to conditions. John Siegel, Civil Engineer, 720 West First Street, Tustin,
representing the applicant~ referred to Condition "d" and requested an option to
drain across another lot in the subdivision, Lot 29, through the existing drainage
facility under the Atchison, Topeka and Santa Fe Railway tracks to Lincoln Avenue.~
Also, this area is within Drainage Area No. II~ and regarding the drainage on Santa
Clara Avenue, part of the facilities at the railway tracks may be of value to the
District, and questioned whether the applicant would be able to have credit applie~
on the drainage fee for the drainage work that would be done within the subdivision~
because, due to grades, it is necessary for the applicant to pick up the drainage
coming down Santa Clara Avenue. On motion of Councilman Heinly, seconded by Brewer
and carried, Revised Tentative Tract 4528, filed by Tustin Land Company, was appro~-
ed~ subject tO conditions, with the option for the applicant to drain across Lot
29 through the existing culvert under the Atchison, Topeka & Santa Fe Railway

It was moved by' Councilman Hubbard, seconded by Heinly and carried, that escrow in-
strUctions be approved and signed for certain properties and with the following
persons:
Escrow Instructions No. 47316-C, dated February 26, 1962, with Frank and
Elizabeth Monroy, for property for park purposes on the south side of Fruit
Street, east of Mabury Street, in the sum of $99,405.00, and
Escrow Instructions No. 47387-C, dated February 16, 1962, with J. Wayne
and Kathryn L. Harrison, for street easement on the south side of Warner Ave-
nue, east of Main Street, in the sum of $2,000.00.
On motion of Councilman Hubbard, seconded by Heinly and carried, proper officials
were authorized to execute Agreement dated March 5, 1962, with the Pacific Electric
Railway Company, in connection with the widening of the Pacific Electric Railroad
crossing on Falrvlew Street north of Fifth Street on Gas Tax Project No. 134.
On motion of Coanciiman Heinly, seconded by Hubbard and carried, proper officials
were authorized to execute Agreement dated March 5, 1962, with the Pacific Electric
Railway Company, in connection with the opening of Susan Street across Pacific
Electric Railway.Costa Mesa branch line.
On motion of Councilman Heinly, seconded by Hubbard and carried, proper officials
were authorized to execute Agreement dated March 5, 1962, with Anton H. Segerstrom,
Nellie R. Segerstrom, Harold T. Segerstrom, Veronica P. SegerStrOm, Harold T. Seger-
strom, Jr., Jeanette E. Segerstrom, Henry T. Segerstrom, Yvonne deC. Segerstrom and
Ann Segerstrcm, for the extension and improvement of Susan Street, and in order for
Susan Street to be extended through the Segerstrom property, said street shall cross
the railway tracks owned by the Pacific Electric Railway Com~auy, and that a grade
crossing designated as crossing No. 6N-38.79C be constructed across said railway
tracks.

On motion of Councilman Hubbard, seconded by Heinly and carried, the claim of Mrs.
Vera Halverson, 912 West First Street, for injuries resulting from fall on sidewalk,
and Doctor's report and bill in the amount of $65.00, was referred to the Attorney
and Insurance Carrier.
Ccmmmnication was a gain presented frc~ Santa Ana Post No. 131, American Legion, re-
questing the develoument of a youth center at the site of the presently used Fire
Station on Third Street, west of Bristol Street, said building to be for the use
of youth groups sponsored by the Legion. The MAnager orally recommended that a
letter be written to the American Legion advising of the Council's intention to
sell the fire station; it is not contemplated to be a part of the recreation pro-
gram; the Planning Department indicates rezoning would be required for use as re-
quested by the Legion; parking is inadequate; the Building Department reports exten-
sive remodeling would be required to meet the Building Code inasmuch as it was not
designed for general assemblage, and because of deterioration and termite damage;
and if the Legion maintains an interest in purchasing the property they will be
notified as to the date the property will be offered for sale. On motion of Council-
man Heinly, seconded by Hubbard and carried, the communication was received and
filed, and the Manager instructed to write a letter to the Legion as recommended.
A petition with approximately ll8 signatures was presented from Mrs. Joe W. Headle~
et al, Corresponding Secretary, Rosita School P.T.A., requesting a Crossing Guard
on Hazard Street in front of the School. Department of Public Works recommended
that this location be investigated by the Police Department and the proper officer,
or crossing guard, be effectuated in confora~ce with the policy of the Police De-
partment. The Manager orally reported an investigation indicated the location
meets the standards which have been established for the desirability of protection,
recommended that protection be provided, and suggested an attempt should be made
to establish protection on the basis of the School Boy Patrol. Mrs. Joe W. Headlee,
1102 North Berni Street, stated the traffic on Hazard Street tends to be heavy dur-
ing the times when the children are coming or going fr~m the school, and requested
that protection be provided at this location. On motion of Councilman Heinly, secr
onded by Hubbard and carried, the petition was received, filed, and the Manager
instructed to take appropriate action to provide protection for the children cross-
ing Hazard Street at Rosita School.
The Manager orally reported the Department of Public Works has under consideration
the matter of the dangerous traffic conditions on Tamy Lane, and a report will be
made to the Council, reference the per, ion, signed by approximately 60 persons, re-
ferred to the Department of Public Works by the Council August 7, 1961. On motion
of Councilman Hubbard, seconded by Brewer and carried, the Department of Public
Works was instructed to expedite a solution to the traffic problem on Tamy Lane.

Hanson-O'Bryan and Associates was granted to hold an auction March 17, 1962, of
skin-diving equipment, per list submitted.
