Appeal Application No. 58 was again presented on Variance Application No. 1613,
filed by Cresencio and Tereza Talavera, to allow a third dwelling to exist on an
R-2 lot at 316-318 North Harper Street for one year, wherein the appliqant appeals
the denial of the Zoning A~mtnistrator. Joseph J. Bleakley, 12021 Westminster Ave-
nue, agent for the applicants, stated the daughter of the Talaveras, who is now
occupying the dwelling in question, has recently contracted for the construction o~
a home to be built on her own property, which will be completed in about 90 days;
at that time she will vacate the dwelling in question and it will then be destroyed
Mr. Bleakley further stated they are agreeable to the condition that the third
dwelling be removed prior to the utilities release by the Building Depar~-w~nt for
the proposed new dwelling. The Council haviug unanimously waived the reading of
the Resolution, on motion of Councilman Hubbard, seconded by Heinly and carried,
the following Resolution entitled:
"Resolution No. 62-77 overruling the Zoning Admfnistrator and the
Planning C.~,,~esion and granting Variance Application No. 1613
filed by Cresencio and Tereza Talavera, subject to conditions"
as follows:
1. That the proposed detached single family dwelling be according
to all R-2 regulations.
2. That the existing single family dwelling on the northerly portion
of the property in question be totally removed prior to a utilities
release for the proposed new dwelling; which will result in two dwell-
ings as allowed on this R-2 property.
3. That development be otherwise according to plot plan.

Appeal Application No. 59 was presented on Variance Application No. 1617, filed by
Sattler-Tarnutzer Mortgage Co., Inc., to erect a business office advertising sign
larger than allowed in the "P" District, at 2~01 East 17th Street, wherein the
applicant appeals the denial of the Zoning Administrator. Arthur Pilant, 2~01 Eas~
17th Street, one of the owners of the property, stated the Mortgage Co. needs a
sign, and the neighboring property owners object because the sign is larger than
is permitted in the "P" Zone. Mr. Pilant further stated the majority of propertie~
on both sides of 17th street are zoned for "C" use, which is the basis for the
appeal. Reynold Heiser, 13931 Deodar Street, presented letters of protest from Mrs
James W. Beshears, 13871 Deodar Street, and Janice L. Cinka, 139~2 Deodar Street,
and quoted a portion of Mrs. Cinka's letter stating the proposed sign would be
visible from any of the windows at the front of her house; and the Variance, if
granted, would open the door for similar requests. Mr. Heiser stated that when
17th Street was widened the decision for the best use of this property was for "P"

zoning as a buffer zone betwee~ the residential zone and the c,-~ercial zone, and
the residents w~ald prefer to have the "P" zone retained. 0n motion of Councilman
Hubbard, seconded by Brewer and carried, the letters of protest were received and
filed. Edna Cavette, 13922 Deodar Street, stated there has been no deviation from
the "P" District signs since passage of the new "Zoning Ordinance of 1960," and the
granting of this Variance would set a precedent for more businesses and adve~tis!n
in the "P" zone. Mrs. Reynold Heiser, 13931 Deodar Street, stated extensive im-
provements have been made on many of the homes~ and the owners would not like the
character of the "P"'zOne changed. Mr. E. W. Sullivan, 1939 Tereslta Lane, Newpor
Beach, stated the sign has been carefully located so it would not be seen by the
residents of Deodar Street, except for the possibility of one hc~e which already
backs up to the freeway. It was ~ved by Counci]m~.~ Brewer.and seConded by Hubbax~
that Appeal Applicatio~ No. 59.be denied and the decision of the Zoning Administra-
tor upheld.

al of proposed annexation of territory designated "Lyon and Main S. E. Annex," con-
sisting of approximately 9.551 acres, located at the southeast corner of Lyon Stree
and Main Street (Tustin). On motion of Counc~lm~u Hubbard, seconded by Brewer and
carried, the ccmmmmication was received and filed.
Co~nication was presented from the Planning C~ission recommending approval of
proposed annexation of territory designated "Fairhaven and Cambridge Northwest
Annex," consisting of approximately 42 acres, located at the northwest corner of
Fairhaven Avenue and Cambridge Street. On motion of Councilman Hubbard, seconded
by Brewer and carried, the c~mm~nication was received and filed.

instead of the required reinforced concrete pipe for the storm drain; and the elimi.
nation of the condition pertaining to the paving of the westerly half of Wright
Street frcm the southerly boundary of Tract ~0h to 17th Street, reference Revised
Tentative Tract 440~. Mr. Tancredi stated the paving would be done when the sectic~
is developed and referred to Preliminary Record of Survey 216, approved by Council
October 2, 1961. On motion of Counci~man Heinly, seconded by Hubbard and carried,
Map of Tract h40~, filed by Metropolitan Savings and Loan Association (Harry
Tancredi), for the dedication of Fruit Street, Brown Street, Concord Street, Sixth
Street, and Mabury Street for use for highway purposes, was approved, with the exce
tion that the condition for the paving of Wright Street be imposed separately,
Wright Street to be improved when the section is developed (Preliminary Record of
Survey 216); the request for the use of non-reinforced pipe instead of the required
reinforced concrete pipe for the storm drain was denied; Improvement Bond in the sun

instructions be approved and signed for certain properties and with the following
persons:
Supplemental instructions, dated April 6, 1962, to extend the closing
date to on or before May 2, 1962, on Escrow Instructions No. 8639S6-HRB, date¢
January 29, 1962, with Roy J. and Edith May Lyon, for real property on the
southeast comer'of Fifth and Bush Streets, in the sum of $90,000.00,
Escrow Instruction No. ~6068-C, dated March 29, 1961, with L~dia Rupp
Kile and Virginia Underwood, for a parcel of real property on the south side
of Eighth Street, east of Garnsey Street, for street and Civic Center purpose~

Agent was authorized to advertise for proposals to furnish and delive~ the followin

b. One Ball Diamond Lighting System, including installation, in Heritage
Park, Specification 691-18.

d. Fiscal 1962-63 requirement for electric lamps, Specification h52-10.

On motion of Councilman Hubbard, seconded by Schlueter and carried, the application
of Jack Fisher Chapter 23, Inc., Disabled American Veterans, was approved to sollci'
funds April 30 to June 15, 1962~ for rehabilitation, hospital work, and direct re-
lief to veterans and/or dependents.
On motion of Councilman Hubbard, seconded by Schlueter and carried, the application
of Orange County Council of the National Multiple Sclerosis Society, Southern Cali-
fornia Chapter, was approved to solicit funds May 13 through June 17, 1962, for re-
search into the cause and cure of Multiple Sclerosis, and patient care and rehabili.
tation clinics for Multiple Sclerosis victims.
The Manager orally reported authorization was granted at a previous meetin~ for the
transfer of sufficient funds into the traffic signal account to cover the cost of
installation of a traffic signal at the intersectic~ of Warner Avenue and Flower
Street. On motion of Councilman Hubbard, seconded by Schlueter and carried, the
communications fram Elinore M. and Henry F. O'Connell, 2609 South Park Drive, was
received and filed~ requesting a traffic signal at the intersection of Warner Ave-
nue and Flower Street.
The Manager orally requested that the item "from the Department of Public Works re-
porting that all acreage charges provided for in agreement dated February 2, 1959,
between the City of Santa Ana and Kenneth C. Price, et al, have been paid to the
City; and recommending release of all property described in said agreement as pro-
vided for in paragraph 4 thereof,"betaken off calendar. On motion of CounciLman
Hubbard, seconded by Brewer and carried, the item was taken off calendar.
On motion of Cot~lc~lm~u Hubbard, seconded by Schlueter and carried, Councilm-n Bob
Brewer was granted permission to leave the City to attend "New Mayors' and Council-
mens' Institute~" in Sacramento, to be held May 20 to May 22, 1962, and "Orange
County Water Association Feather River Trip," from May 23 to Nmy 26, 1962; with ex-
penses to be paid by the City.
On motion of Councilman Hubbard, seconded by Schlueter and carried~ Councilman Dale
H. Heinly was granted permission to leave the City to attend the "New Mayors' and
Councilmens' Institute," in Sacramento, to be held May 20 to May 22, 1962; with ex-
penses to be paid by the City.
On motion of Councilmsn Hubbard, seconded by Heinl,v and carried, Councilman
Henry H. Schlueter was granted permission to leave the State, at no expense to the
City; from May i to May 7, 1962.
It was moved by Councilman Hubbard and seconded by Schlueter, that the recommenda-
tion of the Manager be approved, and authorization granted to enter into a contract
with Hc~er Hoyt Associates~ 3636 Sixteenth Street, N. W., Washington, D. C., for
