RESOLUTION NO. 92-086
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA APPROVING A CONFLICT
OF INTEREST CODE FOR THE PROJECT AREA
COMMITTEE OF THE SOUTH MAIN STREET AND
INTER CITY COMMUTER STATION REDEVELOP-
MENT PROJECTS
WHEREAS, the this Council, by its Resolution No. 92-032,
adopted April 20, 1992, approved a Project Area Committee for the
South Main Street and Inter City Commuter Station Redevelopment
Projects; and
WHEREAS, at its meeting of July 28, 1992, the said Project
Area Committee approved a Conflict of Interest Code for its members
in accordance with the provisions of the Political Reform Act of
1974, which Conflict of Interest Code is set forth in Exhibit A,
attached hereto and incorporated herein; and
WHEREAS, pursuant to the said Political Reform Act of 1974,
this Council is the "code reviewing body" for the said Project Area
Committee; and
WHEREAS, the said Project Area Committee has submitted its
Conflict of Interest Code to this Council for approval;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA that the Conflict of Interest Code for the Project
Area Committee of the South Main Street and Inter City Commuter
Station Redevelopment Projects, as set forth in Exhibit A, is
hereby approved.

COMMITTEE FOR THE SOUTH MAIN STREET AND
INTER CITY COMMUTER STATION REDEVELOP-
MENT PROJECTS OF THE CITY OF SANTA ANA
ADOPTING A CONFLICT OF INTEREST CODE
WHEREAS, the Project Area Committee for the South Main Street
and Inter City Commuter Station Redevelopment Projects has been
established by Resolution 92-032 of the city Council of the City of
Santa Ana, adopted April 20; and
WHEREAS, the Fair Political Practices Commission of the State
of california, by its opinion number 86-001, dated May 12, 1987,
has determined that members of a Redevelopment Project Area
Committee are "public officials" subject to the conflict of
interest provisions of the Political Reform Act; and
WHEREAS, it is therefore necessary for the Project Area
Committee for the proposed Educational and Community Facilities
Redevelopment Project to adopt a Conflict of Interest Code in
accordance with the Political Reform Act;
NOW THEREFORE, BE IT RESOLVED by the Project Area Committee of
the South Main Street and Inter City Commuter Station Redevelopment
Projects that the Conflict of Interest Code for said Project Area
Committee shall consist of the model code set forth in Regulation
18730 of the Fair Political Practices Commission of the State of
California, incorporated herein by reference, together with the
following Appendix:
1. For purposes of the above said model code and the
Statement of Economic Interest forms (FPPC Form 730), all members
of the Project Area Committee shall be considered "designated
employees" who are required to file such Statements of Economic
Interest forms. All such members shall be considered to be in the
same "disclosure category," which requires reporting of the types
of interests hereinbelow described.
2. Each member of the Project Area Committee shall report
any and all of the following types of economic interests held or
received by such member during the period covered by such member's
Statement of Economic Interest:
(a)
Any interest in real property which is located in or
adjacent to the Project Areas of the South Main Street
and Inter City Commuter Station Redevelopment Projects.
(b)
Investments in any business entity which owns or leases
real property or building space which is located in or

adjacent to the Project Areas of the South Main Street
and Inter city Commuter Station Redevelopment Projects.
3. For purposes of this Code, real property shall be deemed
"adjacent" to the Project A~ea$ if'it is contiguous to any parcel
or parcels which are located in the Project Areas or if it is
separated from such parcel or parcels only by a street or alley.
