contacted in regard to Study 19, was this plan should enc~ass the entire City ~
a Master pla~ and a financial study should be a forerunner to the Plan. ~r. Clark
asked those in the audience who were in favor of a f~a~cial study to stand and
approxtw~tely 20 persons stood. Mr. Clark further stated that due to the popula-
tion increase various ~ities realize a Master Plan that would project to 1980 is
necessary, and cca~ended the City Officials for doing an excellent Job. Arturo
Mirano, 630 Corta Drive, presented a letter fr~n Mr. and Mrs. O. D. Mulanox, 1205
South Elliott Place, opposing reclassificatiou of the corner of Sugar Avenue and
Newhope Street; and a petition signed byapprc~tm~tely 103 persons and stated the
petition had been read and circulated in the area as a follow-up to a letter from
the Planning C.-.-.~ssion to the Council, and pl~t~ C~=~sion's Resolution 55~7,
which states any introduction of c~..-ercial or R-3 apartment zoning, other than as
shown on the attached map, would be adverse, destructive, and incompatible with
the people of the area and of the City of Santa Ana. On motion of Councilw~-
Brewer, seconded by Hubbard and carried, the petition and letters were received
and filed.
This being the date set for hearing on Amendment Application No. 365, filed by
Harold T. Segerstrom, amending Sectional District Map 12-5-10, to reclassify fram
the C-2 District to the C-3 District, property between Main and Sycamore Streets,
located apprc~imately 125 feet north of Tenth Street, all as shown on Exhibit A.A.

erty in question, presented and read a petition, signed by approximately 18 persons
who were in the audience, and are owners of approximately 79 acres su~reunding the
subject property. On motion of Councll~m~u Brewer, seconded by Hubbard and carried
the petition was received and filed. Mr. Steiner stated the property owners ~
ly object to the granting of the ~mendment Application as they consider the prop-
erty involved to be entirely unsuited to a garden type multiple residential.develop-
ment by reason of the c~mmercial and industrial uses of nearby property, the pro-
posed develolmaent would substantially lower the property values, would reduce prop
erty tax revenue~ and may create a blighted area if the venture is unsuccessful;
it would set a precedent for apartments in the area, which is predomtnately indus-
trial; and the proposed cond~tnium type of development is still in the ex~i~en-
tal stage. Vi~ee~t Ross, 811 North Broadway, representing the applicant, stated th
area is not pred~nately industrial as there are C-l, R-1 and R-B types of devel-
opment, and there is considerable vacant acreage, in the area; the cond~f~ium typ
of development is beim~ used in other cities sa~d is of the type the Zoning Ordi~aB
encourages; there is currently an abundance of vacant industrial developments; the
R-4 zoning would protect the property values, be an improvement to the area, and

Appeal Application No. 60 was presented on Variance Application No. 1631, filed by
Church of the Way, to build a retail gasoline station in the R-1 District, at the
southeast corner of Warner Avenue and Greenville Street, wherein the applicant
appeals the denial of the Planning C.~,.,~ssi~n. Attorney Robert S. Barnes, lO16
North Broadway, represeuting the applicant, stated the applicant received Variance
No. 124l for a church development similar to the development new proposed on C.U.P.
102, however, the church proposal could not be finalized and the Variance expired.

The Manager orally reported an investigation has been made at the intersection at
Hazard Street in front of the Rosita School and it meets the established require-
ments for the placing of a crossing guard, reference petition sigued by approximate
ly 380 persons requesting an adult crossing guard at Hazard Street in front of the
Rosita School, and fully rejecting the principle of a school boy patrol. On motion
of Cotmcilmau Brewer, seconded by Heinly and carried, the petition was received and
filed. Mrs. Joe W. Headlee, ll02 North Berni Street, presented an additional peti-
tion, with apprex~m~tely 52 signatures, to the petition previously submitted. On
motion of Counc~Imau Hubbard, seconded by Heinly and carried, the petition was re-
ceived and filed~ Mrs. Headlee stated reasons for objecting to a school boy patrol
at this location, because, the patrolis exposed to possible traffic hazards, pupil
patrols place grave responsibilities in the hands of immature children, and this
program deprives patrol members of valuable class time which should be spent in
study and instruction, and requested the placement of a paid adult crossing guard.
It was moved by Councilman Brewer, that an adult crossing guard be employed at
Hazard Street in front of the Rosita School, for the remainder of this year and
next year. Motion lost for lack of a second. On motion of Councilman Heinly, sec-
onded by Hubbard and carried, the request for an adult crossing guard was denied.
