RESOLUTION 92-094
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA
TO AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT
CERTAIN CHANGES TO THE CITY'S BASIC CLASSIFICATION
AND COMPENSATION PLAN, AND TO AMEND THE CURRENT ANNUAL
BUDGET TO REALLOCATE CERTAIN POSITIONS.
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Ana requires the city Manager to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council;
and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for Officers and
Employees of the City of Santa Aha; and on July 1, 1991, passed and
adopted Resolution No. 91-066, re-establishing the Compensation
Plan for classes of employment designated as unrepresented
executive and middle management; and
WHEREAS, on July 6, 1992, the City Council passed and adopted
Ordinance No. NS-2163, which establishes the City's Budget
authorizing position allocations for Fiscal Year 1992-93, and which
sets forth the requirement that alterations in the allocations of
authorized positions be reviewed and.approved by the City Council;
and
WHEREAS, routine maintenance of the Basic Classification and
Compensation Plan and/or the findings of various classification and
compensation studies reveal the need to effect certain changes to
the Plan and to reallocate certain positions; and
WHEREAS, it is now desired to amend Resolution Nos. 82-110 and
91-066 and the Fiscal Year 1992-93 Budget in order to effect these
changes.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
1. That Section 3 of Resolution 82-110, as amended, is hereby
further amended by:

a. Deleting the following classifications:

b. Designating as "Terminal" th~ class of Building Inspection
Technician.
c. Reactivating the terminal classes of Equipment Operator-
Street (T) and Equipment Operator-Water Maintenance (T) by removing
the designation "(T)" from the class title.
d. Adding in proper alphabetical sequence, the following new
classification titles at the monthly salary rate ranges indicated:

2. That Section 3.1 ("Special Compensation Provisions") of
Resolution No. 82-110, as amended, is hereby further amended by:
a. Deleting the following assignment pay designation from the
list of special pay differentials:
"(v) Personnel in the class of Senior Personnel Analyst
(UC) who are regularly and continuously assigned to and
actually performing duties in a "lead supervisory" ca-
pacity over a primary functiona.1 unit of Personnel Ser-
vices Department employees, will be paid at a rate set
ten (10) salary rate ranges (5.0%) above their then
current base monthly salary step."
b. Adding the following assignment pay designation to the
list of special pay differentials:
"(jj) Incumbents in the class of Police Service Officer
who are regularly and continuously assigned to perform
full-time civilian accident investigation duties in
the Traffic Section of the Police Department, will
be paid an assignment pay differential at a rate
set ten (10) salary rate ranges (5%) above their then
current base monthly salary."
3. That Section 3.5.1 (CLASS TITLES AND WAGE RATES FOR SEASONAL
AND OTHER UNAFFILIATED CATEGORIES OF PART-TIME EMPLOYMENT) of
Resolution 82-110, as amended, is hereby further amended by adding
the following two class titles at the salary rate ranges shown:

4. That Section 3B of Resolution 91-066, as amended, be further
amended by deleting the class titles of Business Enterprises
Manager (MM) and Police Planning and Budget Manager (MM) and by
retitling the class of Employee Benefits Coordinator (UC),
currently in Resolution 82-110, to Benefits and Compensation
Manager (MM) at Salary Rate Range No. M-18, $5039 (minimum) to
$5990 (maximum hiring rate) per month.

5. That the Annual Budget for Fiscal Year 1992-93, as amended, be
further amended by reallocating ode position of each of the
following classes as shown.

6. That except as amended by this Resolution, all other
provisions of Resolution Nos. 82-110 and 91-066 and the Annual
Budget for Fiscal Year 1992-93 shall remain in full force and
effect.
7. That this Resolution shall be operative from and after
December 1, 1992.
