RE~OT,~'~ION NO. 92-001 A RESOLUTION OF THE PROJECT AREA COMMITTEE FOR PROPOSED EDUCATIONAL AND COMMUNITY FACILITIES REDEVELOPMENT PROJECT OF THE CITY OF SANTA ANA ADOPTING A CONFLICT OF INTEREST CODE WHEREAS, the Project Area Committee for the proposed Educational and Community Facilities Redevelopment Project has been established by Resolution 92-023 of the city Council of the City of Santa Aha, adopted March 16, 1992; and WHEREAS, the Fair Political Practices Commission of the State of California, by its opinion number 86-001, dated May 12, 1987, has determined that members of a Redevelopment Project Area Committee are "public officials" subject to the conflict of interest provisions of the Political Reform Act; and WHEREAS, it is therefore necessary for the Project Area Committee for the proposed Educational and Community Facilities Redevelopment Project to adopt a Conflict of Interest Code in accordance with the Political Reform Act; NOW THEREFORE, BE IT RESOLVED by the Project Area Committee of the proposed Educational and Community Facilities Redevelopment Project that the Conflict of Interest Code for said Project Area Committee shall consist of the model code set forth in Regulation 18730 of the Fair Political Practices Commission of the State of California, incorporated herein by reference, together with the following Appendix: 1. For purposes of the above said model code and the Statement of Economic Interest forms (?PPC Form 730), all members of the Project Area Committee shall be considered "designated employees- who are required to file such Statements of Economic Interest forms. All such members shall be considered to be in the same "disclosure category," which requires reporting of the types of interests hereinbelow described. 2. Each member of the Project Area Committee shall report any and all of the following types of economic interests held or received by such member during the period covered by such member's Statement of Economic Interest: (a) Any interest in real property which is located in or adjacent to the Project Area. (b) Investments in any business entity which owns or leases real property or building space which is located in or adjacent to the Project Area. 296 3. For purposes of this Code, real property shall be deemed "adjacent" to the Project Area if it is contiguous to any parcel or parcels which are located in the Project Area or if it is separated from such parcel or parcels only by a street or alley. 4. For purposes of this Code, the "Project Area" shall be that part of the City of Santa Ana which is designated as the Project Area in the proposed Redevelopment Plan for the Educational and Community Facilities Redevelopment Project as approved by the Planning Commission of the City of Santa Ana, as the same may be from time to time revised, until such time as a Redevelopment Plan for such Project may be adopted by the City Council of the City of Santa Ana. If and when such a Redevelopment Plan is adopted by the City Council, the "Project Area" shall be that part of the city of Santa Ana designated as the Project Area in said adopted Redevelop- ment Plan.
