RESOLUTION NO. 93-015
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AMENDING THE
CIRCULATION ELEMENT OF THE GENERAL PLAN
OF THE CITY OF SANTA ANA TO DESIGNATE
"ENHANCED INTERSECTIONS" AND INCORPORATE
STANDARDS FOR THEM, TO ADD A DEFINITION
OF "LOCAL STREET," AND TO DESIGNATE
OWENS DRIVE AS A MAJOR ARTERIAL
WHEREAS, the Planning Commission of the city of Santa Ana,
after duly noticed public hearing, has approved an amendment to the
General Plan of the city of Santa Ana as hereinafter set forth; and
WHEREAS, this Council, after duly noticed public hearing,
concurs in the Planning Commission's approval of said General Plan
amendment;
NOW, THEREFORE, BE IT RESOLVED that the Circulation Element of
the General Plan of the City of Santa Ana is hereby amended as
follows:
1. The following language and attached exhibits are added:
"Enhanced intersections" are intersections of major and/or primary
arterials at which additional turning lanes have been determined to
be necessary to provide optimum traffic flow. The standards for
enhanced intersections, and the planned ultimate widths of the
streets forming such enhanced intersections, are set forth in
Exhibit A, attached hereto and incorporated herein. Those
intersections listed in Exhibit B, attached hereto and incorporated
herein, are hereby designated as enhanced intersections.
"A local street is intended for the sole purpose of providing
direct access to residential properties. It serves this function
best when the design is generally discontinuous; the length is
short; and the traffic volume and speed are low to discourage
through traffic."
2. Owens Drive, between Broadway and Lawson Way, is hereby
designated as a Major Arterial street.
