A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA ANA AMENDING RESOLUTION
NOS. 82-110 AND 91-066 TO AMEND AND
DELETE CERTAIN SALARY AND BENEFIT
PROVISIONS FOR ALL CLASSES OF EMPLOYMENT
DESIGNATED AS EXECUTIVE AND MIDDLE
MANAGEMENT, AND UNAFFILIATED CONFIDENTIAL
WHEREAS, Section 1004, Article X of the City Charter of the
City of Santa Aha requires the City Manager to prepare, install and
maintain a position classification and pay plan subject to civil
service rules and regulations and the approval of the City Council;
.and
WHEREAS, on August 2, 1982, the City Council passed and
adopted Resolution No. 82-110 revising and re-establishing the
Basic Classification and Compensation Plan for Officers and
Employees of the City of Santa Aha; and
WHEREAS, on July 1, 1991, the City Council passed and adopted
Resolution No. 91-067, amending Resolution No. 82-110 to provide
for certain salary increases and certain benefits, including a
three-percent salary increase to be effected July 1, 1993, and a
Wellness and Physical Fitness Incentive Program, for classes of
employment designated as Unaffiliated Confidential (UC); and
WHEREAS, on July 1, 1991, the City Council passed and adopted
Resolution No. 91-066, re-establishing the compensation plan for
classes of employment designated as Unrepresented Executive
Management (EM) and Middle Management (MM) and providing certain
benefits, including a Wellness and Physical Fitness Incentive
Program, and providing for certain salary increases, including a
seven-and-one-half-percent salary increase for Executive Management
classes and a three-percent salary increase for Middle Management
classes to be effected July 1, 1993, by adopting Schedules "EM3"
and "MM3," respectively; and
WHEREAS, because of a revenue shortfall and the need to
balance the Fiscal Year 1993-94 budget, it is now recommended that
the City Council of the city of Santa Ana amend Resolution Nos. 82-
110 and 91-066 to delete the salary increases scheduled to be
implemented on July 1, 1993, and delete the Wellness and Physical
Fitness Incentive Programs for all classes of employment designated
as Unrepresented Executive and Middle Management, and Unaffiliated
Confidential; and

WHEREAS, it is now desired to amend said Resolutions to effect
these changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SANTA ANA:
1. That Resolution No. 82-110, as amended, is hereby further
amended by:
a. Amending Section 3 of Resolution No. 82-110 to delete
the previously scheduled three-percent (six-salary-rate-range)
salary increase for all Unaffiliated Confidential (UC) classes, by
assigning the following class titles to the salary rate ranges as
hereinafter set out, effective July 1, 1993:

A. Two separate schedules of salary rate ranges
for both Executive Management (EM) and Middle Management (MM)
classes of employment are attached hereto and made a part hereof as
though set forth in full herein. The schedules for Executive
Management classes and Middle Management classes and their
respective effective dates are as follows:
