A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA ANA CERTIFYING THE ENVIRONMENTAL
IMPACT REPORT FOR THE COMMUNITY FACILITIES IM-
PROVEMENT PLAN REDEVELOPMENT PROJECT AND
ADOPTING FINDINGS REGARDING SUCH PROJECT PUR-
SUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT.
WHEREAS, the Community Redevelopment Commission of the City of
Santa Aha, acting as the Community Redevelopment Agency of the City
of Santa Aha pursuant to section 33202 of the Community Redevelop-
ment Law, has prepared and approved a redevelopment plan for the
Community Facilities Improvement Plan redevelopment project (the
"Project") and submitted the same to the City Council for adoption;

1. The City Council hereby certifies that the E.I.R. has been
completed in compliance with the California Environmental Quality
Act, and that the E.I.R. has been presented to the City Council,
and that the city Council has reviewed and considered the informa-
tion contained in the E.I.R. prior to approving the Project.
2. The findings and statements set forth in Exhibit A,
attached hereto, and that certain mitigation monitoring and
reporting program set forth in Exhibit B, attached hereto, are
incorporated herein by reference as though fully set forth. The
City Council hereby adopts and approves said findings, statements
and program and determines that any remaining significant effects
on the environment are acceptable due to overriding concerns as
stated therein.

The California Environmental Quality Act (CE~4) and the State CEQ. A Guidelines (Guidelines)
promulgated pursuant thereto prmgde:
"No public agency shall approve or carry out a project for which an EIR has been completed which
identifies one or more significant environmental effects of the project unles~ the public agency makes one
or more written findings for each of those significant effects, accomlntnied by a brief e. rplanation of the
rationale for each finding.'
The possible findings are:
Changes or alteratioos have been required in, or incorporated into, the project which avoid or
substantially le~n the significant environmental effect as identified in the Final F_JR. Hereafter
referred to a~ Finding I.

Such changes or alterations are within the r~lnmsibitity and jurisdiction of another public agency

The City of Santa Ana Community Development Agency is the lead agency involved in the establishment
of the Community Faciliti~ Improvement Plan, which ir the project os defined by Section 21065 of the
Government Code. In compliance with CE~b4, the Santa Ana Community Development Agency has
prepared a Environmental Impact Repor~ (EIR). The F_JR for the project provides a discussion of the
environmental setting and evaluates potential environmental impacts of the Plan, as well as the impacts
which may occur as result of projects funded under the Plan. Further, the Planning Commission is
recommending to the Cay Council determination that the EIR is complete and has been prepared in
accordance with CEQA and the CEO./4 Guidelines. Therefore, the following findings are set forth herein
pursuant to Section 15091 of the CEQ, A Guidelines.

A) EARTHAND GEOLOGY
Potentially Significant Effect:
The terrain within the project area is relatively flat with no major differences in local relief According to
past seismic studies conducted in the project area, no known or suspected active fault traces pass through
the project area. Howev~, the City is in a seismically active reglon. A ma]or earthquake occurring along

any of the major active fault traces in the region would be capable of producin~

Potential Significant Effect:
The adoption of the Santa Ana Community Facilities Improvement Plan will nog by ~elf, result in any
air quality impacts. Rather, the adoption of the Redevelopment Plan will permit an implementation of ~e
plan which will promote development within the project area. Potential air quality impacts will be coff~[~
around those actions arising from the development of ne~ facilities provided for by the Plan. The Plan's
implementation will result in the rehabilitation of ~isting uses with minimal displacement. Where
replacement will occur, new development is not lll~ly ~o generate substantially greater mobile or stationary
emissions over that generated by wdsting development. In addition, new and rehabilitated development will
be constructed or retrofitted with equipment using the best available control technoloD,, resulting in lower
stationary emissioos over wdsting. In addition, clean air standards for both vehicles and machineo~
continue to be effective in reducing emissions from the. vt sources. Finally, future activities will be required
to comply with the SCAQMD's measures and~prograrnt designed to reduce emissions. A number of parks
may undergo expansion which will involve the removM of existing residences or commer~lul businesses.
The Santa Ana Stadium txpanslon, the Zoo a~'pansios, major park development In existing facilities, and
the addition of five new parks will generate vehicle tro~tc with emissions exceeding SCAQMD thresholds.
Mobile emissions will be further reduced with the Impltmentation of TDM and the SCAQ. MD rideshadng
measures (Regulation XIO.
Finding: Finding 3
Facts in Support of the Findings:
Individual projects that will be approved in the cour~ of the plan's implementation will be required to
obtain the necessary air quality permits and to implement any mitigation measures required a~ pa~ of the
projects' approvals. These include:
1. Construction equipment shall be properly maintained and serviced to minimize exhaust emissions.

Tracks transporting debds and excavated/fill material shall be covered at all times, and trucks
shall be washed down with water before leaving the site.
Redevelopment projects shall comply with Federal, State and SCAO. MD regulations on air quality
and pollution control regulations prior to development.
New stntcturez should utilize solar energ), Or other Title 24 measures for lighting hetm'ng and
power, as much as is feasible.
Tot lots, athletic fields, school facilities, and other active park areas shall be located away from
busy roads and intersections to avoid locations near emissions hot spots. ~

Finding: Finding 1
Facts in Support of Finding:
Hazards posed by floodwaters can be prevented by requiting compliance with the City's standards on
floodplain deve!opmen~ limitation on paving construction to withstand flooding and prevention of onsite
ponding. ~4lso, to assist in water conservation efforts, thc use of reclaimed water for landscaped areas shall
be encouraged as much as possible. Potential impacts can be mitigated to insignificant levels.
PLANT AND ANIMAL LIFE
Potential Signlfcant Effect:
The construction of individual projects under the Community Facilities Improvement Plan will not likely
impact any habitats that contain rare or endangered or candidate species. However, the eMsting parks do
serve as habitats for birds and small mammals that would be commonly found in a natural setting.
Construction activities may result in small mammals and rodents moving to adjacent parcels to escape
construction related noise and other disruption. New development in areas located in the vicinity of
remaining undisturbed areas (such as near Santiago Creek) or involving larger parcels of land should be

~arveyed prior to construction. The proposed park improvements may involve the removal of mature trees. --
Mitigation measures should be considered to .avoid the destruction and/or removal of mature trees.

Potential environmental impacts could result from the demolition of culturally significant structures or the
disturbance of a previously unknown site of prehistoric or historic significance. The expansion or
development of a park in an area that has only been marginally disturbed may result in the discovery of
artifacts. A number of park improvements are recommended in existing parks and any excavation may
uncover a previously unknown site. New development may involve the demolition of existing onsite
improvements. Appropriate surveys need to be undertaken to ensure that the stractures slated for demolition

The Santa Ana Redevelopment Agency is prop0si~g to establish a Community Facilities
Improvement Plan on approximately 43.5% df the' ~s land area. The Draft and Final EIRs
for the proposed redevelopment plan has been circulated and the Plan is being considered for
adoption. As part of the CEQA review process, this mitigation monitoring and reporting program
has been prepared to ensure that the recommended mitigation measures are applied to projects
funded by the Plan.
