Hubbard, Henry H. Schlueter, Dale H. Heinly~ Bob Brewer~ A. Allen Hall Absent: Councilmen: None The Pledge of Allegiance was given. Invocation was given by Rev. Roy Ford of the First Methodist Church. The Mayor introduced the new Assistant City Attorney, Lester Berman, who will begin his employment with the City on September 1, 1962. : and a Key to the City Mayor Hall presented to Councilm-n Heinly a Letter of Appreciation~or his services as CQuncilman from April 12th, 1955 to date, and as Mayor fr~n August 16th, 1957 to August 17th, 1959, inscribed as follows: "During his service as Mayor and Councilman he has displayed knowledge and understanding of great value to the Council,the administrative staff and the public, particularly in the fields of land use, planning and sub- division laws. A presiding officer of demonstrated ability and a councilman of wide interests, his resigna- tion frcm the City Council has been accepted with regrets. This letter is signed by the elected representa- tires of this City and by the City Manager as token of their thanks and gratitude for having served with Mr. Heinly." Each member of the City Council having received copies of the Minutes of August 6, 1962, reading of the Minutes was dispensed with. On motion of Councilman Hubbard, seconded by Schlueter and carried, the Minutes were approved as mailed. Hearing Ne'*port & Dyer~ S. E. Annex On motion of Councilman Hubbard, seconded by Brewer and carried, the hearing regarding the Newport and Dyer S. E. Annex was continued to the next regular meeting. Hearing Reso. 62-137 Intention to grant Franchise to Santa Aha Bus Service Tent. Tract Map No. 4811 George Buccola Lease Renewal County of Orange This being the date set for hearing of Resolution No. 62-137, declaring the City's intention to grant a franchise to Santa Aha Bus Service to operate a passenger carrying motor bus service within the City of Santa Aha, the hearing was opened. No protests were received and it was moved by C6uneilman Heinly, seconded by Hubbard and carried, that the hearing be closed and the matter be submitted to the Council. On motion of Counci~m-n Heinly, seconded by Hubbard and carried, Tentative Tract Map No. 4811 filed by George Buccola, creating 38 lots located south of Santa Clara and west of the Newport freeway, was approved, subject to conditions. Councilman Heinly disqualified himself from voting on the following. On motion of CounCilman Hubbard, seconded by Brewer and carried, lease between the City of Santa Ana and the County of Orange for rental in Community Center Building at 1104 Final Map Tract No. 4402 Lifetime Development Corporation Escrow Instructions Reso. On motion of Counci]m-u Hubbard, seconded by Brewer and carried, agreement with Lifetime Develop- ment Corporation to furnish and install all sidewalks, curbs, and other improvements for Tract No. 4402, was approved subject to approval by the City Attorney. It was moved by Counc~lm~u Hubbard, seconded by Brewer and carried, that escrow instructions No. 47849-C dated May 18, 1962, in the sum of $100.00 for an easement for street purposes, be approved and signed with William F. and Opal T. Watkins, subject to conditions. On motion of Councilman Hubbard, seconded by Heinly and carried, payment of Extra Work, Project S-32, construction of a sanitary sewer in Wright Street, Santa Clara Avenue and Grand Avenue in the sums of $806.88 and $280.00 was granted to J.P.S. Site Plan 137-62 for construction of a department store and rezoning frc~ M-1 to C-M on approximately ten acres north side of Westminster Avenue, was received and Request Blue Note Music Co. Encroachmeat Opinion re. Albert Lipps to sell and Douglas Bus Lines~ Inc. to purchase-from PUC filed. On motion of Councilman Hubbard, seconded by Schlueter and carried, request of L. Phillips, President, Blue Note Music Company, for continuance of sign encroachment under Permit No. 18851 was received, filed, and referred to the City Manager and Attorney for the next meeting. On motion of Councilman Heinly, seconded by Hubbard and carried, Opinion rendered by Public Utilities Coxmission in re. Application of Albert Lipps to sell, and Douglas Bus Lines, Inc.~ to purchase operating rights between Whittier and the Douglas Plant (Long Beach) and discontinue and extend portions of the service areas~ was received and filed.
