HomeMy WebLinkAbout10-15-1962MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA OCTOB~ 15, 1962 The meeting was c~11~d to order at 7:30 p.m. in the Council Chamber, Santa Aha City Hall, with the following Councilmen present: Royal E. Hubbard, Henry H. Schlueter, James Gilmore, Bob Brewer, and Ma~or A. ~11 en Hall. Ma~or Hall led the Pledge of Allegiance to the flag, fo/lowing which the Invocation waS given by Reverend Carl Berger of the First Preshyterian Church. APPROVAL OF MINUTES On motion of Councilmm~ Hubbard, seconded by Councilman Brewer and carried, Minutes of~ the Regular Meeting of October 1, 1962, were approved as submitted, without reading. BID OPTING A.D. 218 CA-90 The Clerk notified the City Council that this was the time and place fixed for the opening of bids, pursuant to Notice Inviting Bids for the construction of certain sewer lines, together with appurtenances and appurtenant work in the City of Santa Ana -- Assessment District No. 218, as contemplated by Resolution of Intmution No. 62-156. Mr. Gilmore disqualified himself from action on this item. The Clerk also reported that she had received three bids, which bids were publicly opened and read, from the following: Dorfman Construction Co. Vukojevich & Kordich Orange Co. Sewers, Inc. $619,632.~O 623,523.16 558,794.03 Reference is hereby made to the bids on file with the Clerk of the Council for 411 detaile as to the unit prices and kinds or classes of work to be done. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, all bids were referred to the Engineer of ~ork for checking and report to the City Council at the meeting to be held at 7:30 o'clock p.m., on Monday, November 5, 1962. HEARING CA-42 Mayor Hall opened the hearing on Amendment Application 412 filed by Robert Buckheim, proposing amendment to Sectional DistrictMap 5-5-9 by reclassifying from the Parking Zone, C-5, and A-1 Districts to the C-5, R-4 and R-1 Districts, property on the north side of 17th Street between Sherry Lane and~right Street. The Mayor stated that the Chairman of the Planning Commission had requested that the application be returned to them so that they might make a reccmmaendation to Council. Hugh ~ight, 2001 N. Lyon, spoke on behalf of a group representing the 136 persons having signed a petition oppos- ing the amendment. It was moved by Councilman Hubberd~ seconded by Councilman$chlueter and carried, that the matter be referred back to the Planning Commission with a reques$ that notice of the Commission's new hearing be given as for the original hearing. HEARING AMEND. APP. 416 ORD. NS-619 CA-42 Mayor Hall opened the hearing on Amendment Application 416 filed by Cal Enterprises re~ questing an amendment of Sectional District Map 25-5-10 reclassifying property situated at the northwest corner of Main and Central Streets from the C-2 District to the CM District. There being no response to the Mayor's call for testimony, the hearing was closed. On motion of Councilman Hubbard, seconded by Councilman Brewer and unanimously carried, ~an O~dinance entitled "ONDINANCE NS-619 AMENDING ARTICLE IX OF THE SANTA ANA MUNICIPAL CODE TO CHANGE DISTRICT CLASSIFICATION ON AM~IDMENT APPLICATION 416 AND AMenD- ING SECTIONAL DISTRICT MAP 25-5-10 (EXHIBIT AA 416 A), was passed to second reading without further reading. AGREEMENT PIPELINE A.T.&S.F. RWY On motion of Councilman Hubbard, seconded by Councilman Gilmore and carried, Council author~ ized execution of an agreement with Atchison, Topeka and Santa Fe Railway Company for con- struction and maintenance of one 8 - inch cast iron water main on the Atchison, Topeka and Santa Fe Railway Company's right of way at I~alnut and Santa Fe Streets. ESCROW INSTRUCTIONS CA-66 It was moved by Councilman Hubbard, seconded by CounciLman Gilmore and carried, that escrow instructions be approved and signed with the following persons: Henry Charles and Theresa M. Foster; street easement north side of Edinger, west of Magnolia; total consideration, $9,000. Amendment to escrow instructions No. 47826-C, Segerstrom et al, to include City's agreement to install 15 inch pipeline under new Talbert Avenue to carry grantor's irrigation water. PRELIM, RECORD OF SURVEY NO. 268 CA-25 On motion of Councilman Brewer, seconded by Councilman Hubbard and carried, action on Prelim~ inary Record of SurveyNo. 268 was postponed until November 5, 1962. CA-42 On motion of Councilman Brewer, seconded by Councilman Hubbard and carried, action on Amend,~ ment Application 415 proposing reclassification from R-2 and C-1 to C-5 of property bounded by 17th, 16th, Durant, and Ross~ was deferred to November 5, 1962. ONE WAY STREET PLAN CA-22 On motion of Councilmm~ Hubbard, seconded by Councilman Schluetar, Council postponed action on the One Way Street Plan to November 5, 1962. SOLICITATION OF BUS PASSENGERS CA-84 CA-74 REVISION OF PAYMENT TUSTIN & 4TH STREET CA-65 Council heard an oral report from the City Attorney relative to the unlicensed solicitation of passengers from bus facilities. It was moved hy Councilman Hubbard, seconded by Councilman Schlueter and unanimously carried, that an ordinance amend-i ing Paragraph 2 of Section 6388 of the Municipal Code to include the words "or any! other person" be passed to second reading without further reading. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Council rescinded its prior authorization for p~gment of $3-1,018.30 for paving and widen- ing of Tustin Avenue and Fourth Street, and approved a new authorization of $8,549.39. LOADING ZONE WEST 2ND AT BROADWAY CA-18 On motion of Councilman Brewer, seconded by Councilman Gilmore and carried, Counci'. received and referred to the staff for report a request from McMahan,s Furniture Etores to re-establish the loading zone on ~est Second Street near Broadway. GARDENER - BOWERS MUSEUM On motion of Councilman Brewer, seconded by Councilman Gilmore and carried, Counci~ received and referred to the staff for investigation and report, request from The Board of Trustees for employment of a gardener four days a week at Bowers Museum. TRAFFIC CONTROLS RAITT AND WARNER CA-20 On motion of Councilman Brewer, seconded by Councilman Gilmore and carried, Counci~ received and referred to the staff for investigation and report a request from Adams P.T.A. for traffic signals or four way stop signs at Raitt and Warner. REQUEST TO SOLICIT YWCA CA-91 On motion of Councilman Brewer, seconded by Counc~lm~ Hubbard and carried, per- mission was granted to Y~A Y-Teen Club at Santa Arm Valley High to go "trick or treating" for canned goods on the night of October 23rd. The Clerk was instructed to obtain names of participants. STREET CLOSURE NIXON TRAIN CA-40 On motion of Councilman Hubbard, seconded by Councilman Schlueter and carried, re~ quest was granted for street closure by Santa Ana Nixon for Governor Com, ittee to block First Street between 12:OO and 12:30 p.m. on October 19th for stop of specia~ train. OPTION TO PURCHASE RAITT AND MC FADDE~ CA- 5 On motion of Councilm~ Hubbard, seconded by Councilman Brewer and carried, Counci~ referred to the Manager for investigation and report a request from Faith E.U.B. Church to use or purchase property at the northeast corner of Raitt and McFadden. BID CALL CR~K MARKINGS CA-89 On motion of Councilman Hubbard, seconded by Councilman $chlueter and carried, authorization was granted to advertise for bids to install Thermoplastic Cross- walk Markings on Main Street from First to 17th. I~TER DEI HIGH CA-91 On motion of Councilman Hubbard~ seconded by Councilman Schlueter, permission was granted to the Boosters Guild, Mater Del High School, to conduct a two-day f~esta October 20 and 21~ 1962 on the school grounds in conjunction with their homec~ai~g celebration. It was moved by Councilman Hubbard, seconded by Councilman Brewer and carried, that Final Tract Map 4548 be approved and street dedications be accepted. Mayor Hall introduced by title "RESOLb~ION NO. On motion of Councilman Hubbard, seconded by Councilman Gilmere and carried, autho~ ization was granted the Department of Public Works to advertise for bids for con- struction of the ~est Reservoir and Booster Pumping Station. Bids to be opened November 13, 1962. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Pre- liminary Record of Survey No. 283 filed by Buccola Investment, creating 2 lots on the south side of Santa Clara between Tustin and the Newport Freeway, was approved subject to conditions set forth in the Planning Director's report dated October 9~ 1962. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Preli- minary Record of Survey No. 282 filed by Ray De Brauwer, creating 2 lots on the north side of Bolsa east of Euclid (Verano), was approved subject to conditions set forth in the Planning Director's report dated October 9, 1962. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Preli- minary Record of Survey No. 281 filed by J. N. Hantges, creating 4 lots on south side of Posey Place west of Newhopej was approved subject to conditions set forth in the Planning Directur's report dated October 9, 1962. On motion of Councilman Hubbard, seconded by Councilman Brewer and carried, Council approved a change order in the contract with Griffith Company for Project C-8~ to include the widening of Warner Aven~ at the northwest corner of Grant in the amount of not more than $6500. SE~ER REIMBURSEMENT 0A-36 Councilman Gilmore disq~,elified himself in the following matter, and withdrew from discussion and action.
