HomeMy WebLinkAbout11-13-1962MINUTES OF THE ADJOURNED REGULAR MEETING OF NOVEMBER 5, 1962 OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA November 13, 1962 The meeting was called to ~der at 5:00 p.m. in the Council Chamber, Santa Ana City Hall, with the following Council- men present: Royal E. Hubbard,Henry H. $chlueter, James Gilmc~e, Bob Brewer, and Mayc~ A. Allen Hall. CLERK'S REPORT The Clerk reported that the City Council adjourned its meeting of November 5, 1962 to this time and place, that a copy of the Order of Adjournment was posted as required by law, and that evidence thereof is on file in the Clerk's office. ASSESSM~T DIST. 218 CA-90 Councilman Gilmore disq,~l ified himself in the following matter and left the Council Cham-i her. The City Manager reported that notice of this meeting had been sent to property owners in Assessment District 218 to provide additional information on the estimated in- dividual assessments for sewer construction in the district. The Mayor asked for a show of hands of those opposed to acceptance of any of the bids, and! about 38 people responded. There were about 19 hands showing in favor of a bid acceptance* The Public Works Director reported that about 10% of the property owners had responded by I phone or letter to the city's notification, and about 31 were in favor of accepting a bid, i and about 32 opposed. The following persons spoke in opposition to acceptance of the sewer bid: Joseph G. Burns~ 3614 W. Camille; Douglas Clark, 1510 N. Mar-Les Drive; Mrs. Elizabeth Martin, 1102 Mar- Les Drive; Mart Van Druff, 1001 N. Mar-Les Drive; C. L. Burnette, 4918 W. 5th; Edward Romeo, 1218 N. Mar-Les Drive; Clinton Beal, 1321 Mar-Les; Eleanor Vroman, 823 E. Chestnut;il Ronal Stirtz, 1516 N. Mar-Les Drive; and Mrs. Patricia Morell, 1315 Mar-Les Drive. Those speaking in favor of accepting the lowest bid were: Mrs. Priscilla H~mbe~g, 618 Cypress, and John Holmherg, 618 Cypress. Councilman Hubbard moved that the sewer project be awarded to the lowest bidder. The motion failed from lack of a second. It was moved by CouncilmanHubbard, seconded by Councilman Schlueter, that Council waive further reading and adopt a resolution entitled, · A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA, A~RDING THE CON- TRACT FOR THE WORK DESCRIBED IN RESOLUTION OF INTENTION NO. 62-156." The motion failed on the following roll ca~l vote: Ayes: Councilmen Hubbard, Schlueter Noes: Councilmen Brewer, H~I Absent: Councilman Gilmc~e It was moved by Councilman Brewer, seconded by Councilman Hubbard, that all bids be re- Jected. On roll call vote: Ayes: Councilmen Hubbard, Schlueter, Brewer, Hall Noes: None Absent: Councilman Gilmore Councilman Gilmore returned to the Chamber and was present throughout the remainder of the' meetinge CORONA DEL MAR FREEWAY CA-63 Council heard the City Manager's report of information received by the California Highway Commission in its investigation of the proposed locations of the Corena del Mar Freeway. It was moved by Councilman Hubbard, seconded by Councilman Schlueter and carried, that the Council reverse its previous action requesting the State Highway Commission to hold a hear- ing on the Corona del Mar Freeway location, ao~l notify the Commission that the Santa Aha City Council no longer believes such a hearing to be necessary. COMMUNICATIONS CA-126 CA-90 MUNICIPAL BO~L- ~NTRACT AMENDMENT reement ADJOURNMENT APPROVED MAYC~ OF THE CITY OF SANTA ANA On motion of Cour~ilman Hubbard, seconded by Councilman Schlueter and carried, Council received and ordered filed a letter regarding the Municipal Bowl frc~ Mrs. Janice Boer~! 912 N. Lowell, and a letter frc~ Norma Y. Minick, 1806 Berrydale, opposing award of bid in Assessment District 218. The City Manager presented proposed amendments to the agreement between the City and Robert M. Hernandez, Architect, providing for architectural services for the construct- ion of the municipal bowl. It was moved by Councilman Brewer, seconded by Councilman Hubbard and carried, that the action he continued to the meeting of Nov~,Aber 19, 1962, at which time the contract amendments would be submitted for approval. There being no further business, on motion of Councilman Hubbard, seconded by Council- man ~chlueter and carried, the meeting was adjourned at 0:30 p.m. OF THE COUNCIL
